President Debi Daviau gave a vibrant bilingual address. 

 

This 100th AGM is an amazing milestone to celebrate.  

 

In the past year, PIPSC members have many achievements to celebrate including:

  • new collective agreements for most members, 
  • historic paid leave for survivors and victims of domestic violence, 
  • increases in parental leave, 
  • new language in our contracts, recognizing the right to work in a place free from harassment, 
  • pay increases
  • $400 compensation for late implementation of these agreements
  • creation of the Nursing Service Response Centre for nursing professionals working in remote regions
  • a settlement on Phoenix, giving every member paid by that broken system an extra week of paid vacation
  • a commitment to a new claims process that will repay our members for every cent of financial impact from Phoenix
  • $117 million towards a new pay system that works
  • PIPSC co-chairs the steering committee overseeing the building of a new pay system
  • Increased approval from members in recent member survey

 

President Daviau outlined some priorities for the coming year:

  • supporting bargaining groups still at the bargaining table
  • tackling outsourcing by targeting a root cause that is staffing in the public service
  • continued work on pay equity 
  • fighting hard to protect pensions with the launch of a new campaign 
  • securing a good plan for sick leave in the new Employee Wellness Support Program
  • working hard to get back every cent owed from Phoenix
  • analyzing how Artificial Intelligence will impact jobs 

 

PIPSC members have 100 years of progress to stand on, and we’re going into the next century stronger than ever.

First Nations Elder welcomes PIPSC AGM Delegates

For the first time at a PIPSC AGM, a First Nations Elder, Verna McGregor, officially welcomed PIPSC AGM delegates to the unceded territory of the Algonquin Nation. 

 

By offering a pouch of tobacco, one of the four traditional sacred medicines, President Daviau asked Elder Verna McGregor to welcome PIPSC to the Algonquin Territory and open the gathering of PIPSC members with her words of wisdom.

 

Verna is from the Algonquin Community of Kitigan Zibi Anishinabeg, some 120 kilometres north of Ottawa. 

 

Following studies in economics at the University of Ottawa and in marketing management at McGill University, Verna worked in the banking and real estate sector. She returned to her home community to serve as an economic development officer, overseeing a number of successful projects at Kitigan Zibi.  

 

Verna is also a former National Coordinator for the National Aboriginal Circle Against Family Violence, an issue that’s close to the hearts of PIPSC members. 

 

An an elder, Verna has remained firmly grounded in her community and nation. She has been a spokesperson and representative of the Algonquin Nation at a number of events including being an advisor in the creation of an exhibit with the National Gallery of Canada, where PIPSC members work as curators.

A record number of more than 650 delegates convened in Ottawa to kick off a year-long celebration of the Institute’s 100th Anniversary.

The theme of the AGM – and indeed – the 100th Anniversary – is Leading Progress.

The opening video retrospective illustrated the Institute’s century of leading progress that began in 1920. The Institute’s story is about transformation, when dedicated professionals began fighting for workplace gains most Canadians take for granted today. Things like healthcare, sick leave, and the right to strike.

It’s a story about leadership, creating and advocating for the programs and services that have made Canada smarter, fairer, safer, healthier, happier. Smarter for our part in advancing science and engineering. Fairer through our work to achieve pay equity and increase workplace diversity. Safer because of what we do to protect Canada’s food supply. Healthier for our work on the frontlines of medicine. Happier for the simplest gains that often seem the most meaningful, like pensions and paid vacations.

Congratulations on having been selected to represent your constituent body at the 100th AGM, which will be held on November 8-9, at the Hilton Lac Leamy, in Gatineau, QC.

As we are getting close to the event, we would like to provide you with some valuable information which will hopefully help in making this AGM a pleasant and positive experience for each of you.


2019 AGM – TAN 25894

The 2019 AGM (“Leading Progress”) will be chaired by Sean O’Reilly (CS, NCR), assisted by Parliamentarian, Stéphanie Fréchette (CFIA S&A, QC).

The meeting will begin on Friday, November 8th, at 8:30 a.m. and will recess at 4:00 p.m. (at the latest) that day, to allow for the hotel staff to prepare the ballroom for the PIPSC 100th Anniversary Reception.

The meeting will resume on Saturday, November 9th, at 8:30 a.m. and is scheduled to adjourn at 5:00 p.m. The AGM will be conducted in both French and English. As such, please make sure that you pick up an interpretation head set at the registration desk, along with your voting device.

REGISTRATION

The AGM Registration Desk (at the Hilton Lac Leamy) will open on Thursday, November 7th, at 2:30 p.m. and will remain open until approximately 10:00 p.m. Registration re-opens on Friday, November 8th, as of 6:30 a.m.

PLEASE NOTE – Only AFS, AV and SP Group delegates and observers will be able to register at the Delta Hotel on Thursday, November 7th, 2019 from 2:30 p.m. to 10:00 p.m. Delegates will also be able to pick up their AGM binders and other AGM-related information, electronic voting devices and interpretation devices at that same location.

ORIENTATION SESSION

An orientation session will be held on Thursday, November 7th, at 5:30 p.m., in Salon Walker, at which important AGM-related information will be provided to ensure you benefit from your AGM experience to the fullest. This will also be an ideal opportunity to ask questions and network with fellow delegates. All are welcome and we encourage all new delegates and observers to attend.

ALL DELEGATES BREAKFASTS

Friday, November 8th and Saturday, November 9th, 7:00 a.m. - There will be an “all delegates breakfast” served in the Theatre (on the Casino side) and in the Grand Salon at the Hilton Lac Leamy. Delegates will not be able to claim the per diem for that meal. Tickets will be picked up at the entrance.

PLEASE NOTE – All AFS Group delegates will be having breakfast at the Delta, in the Panorama Room

LUNCHES

Boxed lunches and soup will be provided on both Friday, November 8th and Saturday, November 9th and will be available for pick up in the Theatre and in the Salon Royal (on the Casino side). Tickets will be picked up at the entrance.

FRIDAY NIGHT RECEPTION – PIPSC 100TH ANNIVERSARY

The PIPSC 100th Anniversary Reception will take place in the Hilton Lac Leamy ballroom, starting at 7:00 p.m. and ending around midnight. All delegates are entitled to bring one guest and children will not be permitted to attend. As food will be served, delegates will not be able to claim the dinner per diem.

Two drink tickets will be provided to all.

PIPSC is celebrating its 100th Annual General Meeting.

This year’s AGM theme is Leading Progress. The meeting will take place on November 8-9, 2019 at the Hilton Lac Leamy in Gatineau, QC. 

For those of you who aren’t delegates, you can join us for key moments of the AGM online.

  • PIPSC President, Debi Daviau, will speak to this year’s accomplishments and Institute goals for the coming year. 
  • President of the Canadian Labour Congress (CLC), Hassan Yussuff, will address the work of unions in Canada this year as a whole, and the Institute’s part in progressing policy for the Canadian labour movement. 

  • Founding Partner and CEO of Abacus Data, David Coletto, will discuss our recent membership survey, the importance of data and how we work to represent our membership in our work. 

Interested in what else will be happening during AGM weekend? 

There will also be a special presentation of the 2019 Gold Medal Award streamed live.

Since 1937, PIPSC has presented a Gold Medal Award to recognize professional public service employees whose outstanding work has led to the enhancement of public well-being and has promoted greater awareness of the role and value of public service employees in Canada and globally.

In addition to celebrating our members’ hard work and 100 years of progress in the public service, members will be debating resolutions and by-law revisions. 

Changes will be made to Institute by-laws for committees of the board on Environmental Action, Training and Education, Official Languages and Member Rights.  

Resolutions will be reviewed on proposed amendments to Institute by-laws, non-budgetary policy and budgetary resolutions

The Professionals Canada Preliminary Report will be proposed. It's supported by the CLC as a great opportunity for Canadian workers. 

We encourage all members to review the report, the proposed by-law amendments and to watch our keynote speeches to be a part of leading progress for Canada’s world-class public service.

This code was developed based on input from the delegates to the 2018 PIPSC AGM, the Advisory Council and the Board of Directors. All AGM Delegates and Observers will uphold the principles of respect in their own dealing during the AGM with fellow Institute members and staff. We as Leaders of the Institute must lead by example.

We are all individuals and all see things differently and therefore have different points of view. We need to try to understand the other person’s point of view, look at issues from their perspective and let go of preconceived ideas.

By having an open mind, we can more fully empathize with the speaker. If the speaker says something that you disagree on, construct an argument to counter what is being said while keeping an open mind to the views and opinions of others. Never make or take it personal.

Rules of Engagement:

  1. We agree to take turns speaking and not to interrupt or speak when others are speaking
  2. We agree to focus on the issue, not the person
  3. We agree to not blame, attack, or engage in put-downs
  4. We agree to listen respectfully and sincerely to understand the issues at hand.
  5. We will endeavor to be informed on an issue before speaking.
  6. We recognize that, even if we do not agree with it, each of us is entitled to our own perspective.
  7. We will not dwell on things that did not work in the past, but instead will focus on the future we would like to create.
  8. We agree to stay away from expressing our personal needs and instead express what is best for the Institute.
  9. We agree not to abuse the rules of Procedure or employ dilatory tactics during the proceedings.
  10. Failure to adhere to the Code of Respect will be dealt with per the Rules of Procedure. Following these rules of engagement will ensure a successful and professional PIPSC AGM.
