June 5, 2019 AFS Executive Meeting

New AFS Collective Agreement Signed

 

The AFS Bargaining team is pleased to announce that our new AFS Collective Agreement has been signed. The Agreement took effect on August 23, 2019 and applies from December 22, 2018 to December 21, 2022.

 

We appreciate the commitment and efforts of both sides to reach a fair collective agreement for our AFS membership in a timely manner.  

 

We look forward to the Agreement’s implementation and are optimistic that CRA will meet the timeframes contained in the Agreement. 

 

Leave not earned while on Leave with Income Averaging

A decision was rendered recently on a Treasury Board grievance regarding Leave With Income Averaging (LWIA).  Similar to the grievances filed by AFS members these grievances argued that while on LWIA they continued to receive pay meaning that they should accrue vacation and sick leave credits per the respective clauses of the collective agreement.

This has been a very eventful year as we finalized Phoenix compensation for AFS members and reached an AFS tentative agreement that will provide for wage and benefit enhancements through 2022. We’ve had some wins and losses at adjudication and progress is being made on replacing the Phoenix pay system for our members.

I would like to thank all of our AFS stewards and members for their support and for their dedicated service. Wishing everyone a safe, enjoyable and relaxing summer!

We are pleased to announce that our AFS members have voted to accept the May 25, 2019 tentative agreement to renew our collective bargaining agreement for the December 22, 2018 to December 21, 2022 period.

We have notified our employer of our voting results so they can complete their ratification process and arrange a signing date as soon as possible.

Pay adjustments are retroactive with other contract changes being effective upon the parties signing the agreement.

Thanks to all our stewards and members for their support throughout the bargaining process.

Damages Caused by the Phoenix Pay System

More details on the announcement of July 8th, 2019 agreement between the Professional Institute of the Public Service of Canada for the Audit, Financial and Scientific (PIPSC-AFS) Group and the CRA that was signed for its members regarding Damages Caused by the Phoenix Pay System.

For better clarity, the agreement timelines for leave carryover are as follows:

We are pleased to announce that, on July 8th, 2019 the Professional Institute of the Public Service of Canada for the Audit, Financial and Scientific (PIPSC-AFS) Group and the CRA have signed for its members a similar Agreement to the core public service regarding Damages Caused by the Phoenix Pay System that was originally signed between PIPSC and the core public service.
