P1. Presentation of Executive of the Year Award.

a. When the recipient of the Executive of the Year Award is in attendance at the Regional Council Meeting the Regional Director, or his designate, will present the Award during the Dinner Event.

b. When the recipient is not in attendance at the Regional Council Meeting, the award will be presented at the Stewards Council Dinner Event. If the recipient is not otherwise entitled to attend the Stewards Council they will be invited to attend the dinner during the Stewards Council, and appropriate travel costs will be covered as per the PIPSC travel policy out of regional funds, subject to budgetary restraints (as determined at the relevant time by the Regional Executive).

c. In situations where the Award could not be presented at either of the Regional Council Meeting nor Stewards Council, the Regional Director or his designate will attend the AGM of the recipients Branch and present the Award at that event.

d. If none of the above situations are possible the Regional Director shall contact the recipient by telephone and congratulate them on the award and arrange for delivery by mail.

P2. Presentation of Steward of the Year Award.

a. When the recipient of the Steward of the Year Award is in attendance at the Stewards Council, the Regional Director, or his designate, will present the Award during the Dinner Event.

b. In situations where the Award could not be presented at Stewards Council, the Regional Director or his designate will attend the AGM of the recipients Branch and present the Award at that event.

c. If none of the above situations are possible the Regional Director shall contact the recipient by telephone and congratulate them on the award and arrange for delivery by mail.

P3. Regional Executive attendance at Stewards Council.

a. It is expected that members of the Regional Executive will attend Stewards Council whenever possible.

b. In the event that a member of the executive is not otherwise entitled to attend the Stewards Council , they will be permitted to attend the council and any additional costs for their attendance will be covered out of regional funds, subject to budgetary restraints (as determined at the relevant time by the Regional Executive).

P4. Process for the Allocation of Regional Delegates to the national AGM.

a. Under Pipsc Bylaws, Regions will select their delegates to the AGM.  To encourage a fair and diverse participation the Region will allocate the Regional delegates to the Branches in the Region using the following process:

b. National PIPSC will allocate a number of delegates to the Region based on the population counts as of December 31st of the prior year.

c. The Region will take the population of our Region and divide it by the number of delegates allocated to the Region to set a number of members each delegate represents.

d. We will then divide the population of each Branch by that number and round up all the Branches with a number of less than one up to a full delegate and all remaining Branches will be rounded down.

e. If there are any remaining delegates to be allocated, they will be allocated to the higher remainders from the allocation formula. 

f. In the off chance that the first calculation results in more delegates than the Regional allocation allows, the Region will remove one delegate from each of the highest populated Branches in descending order until total delegates allocated to the Branches is equal to the number of delegates allocated to the Region.

g. If the application of the above steps results in an absurd result the Regional Executive reserves the right to override this policy and use a different method to allocate the delegate spots in a fairer manner.

P5. Regional funding to assist member participation in geographically large Branches.

a. To assist branch participation by members who live and work a large distance from the meeting location the region may make available funds to assist in the travel costs for a member to attend their Branch AGM under this policy subject to the following conditions and limitations:

b. Funding will be limited by the available resources in the Regional finances at the time of the request.

c. Only one member per Branch may be funded by the region.

d. To be eligible for these funds the member involved must be travelling from more than 100 Kilometres from the meeting location.

e. Regional funding will only be provided to cover travel expenses of the member. No funding shall be provided through Regional funds for salary replacement.

f. Regional funding will only be provided for the attendance of any specific member once in any three-year period.

P 6. BC/Yukon Election Activities Policy

The PIPSC election rules as noted in the National Election Elections Activities states: “If the notice of meeting does not specify whether or not election/campaigning activity will be allowed, it will be interpreted as though it is not allowed.”

It is the intent of the BC/Yukon Regional Executive that candidates for Nationally elected positions within PIPSC have a clear understanding of where and to what extent campaign activities may be conducted during BC/Yukon Region events and that all candidates have the same opportunities and limitations in campaigning at events.

Accordingly, the PIPSC National Elections Activities policy will apply at all BC/Yukon events, subject to the following provisions:

  1. No campaigning is permitted in the event meeting rooms including rooms or areas used for meals. Campaigning will be permitted in foyers, hallways, and other public areas.
  2. No campaign literature or other campaign materials (ie: buttons, balloons, signs, posters, etc) will be permitted in the event meeting room. A table will be provided outside the main meeting room for campaign materials to be displayed and will be available for all candidates. Each candidate will be allowed to put out one item (ie: brochures, pins, etc).
  3. Campaign buttons/pins are to be removed before entering event meeting rooms.
  4. No banners, posters, pictures, or other displays will be permitted either in the event meeting room or in the foyers, hallways and other public areas.
  5. There will be no opportunities provided for candidates to address the members at the event during the course of the event.
  6. No candidate will be permitted to host a hospitality room at the event location during the course of the event.
  7. The BC/Yukon Region logo or a similar likeness is not permitted on any campaign materials.

Candidates found violating either the PIPSC National Elections Activities policy or the above provisions will be required to cease any campaigning for the remainder of the event, and will be referred to the National Elections Committee for further action. This policy will be enforced by the BC/Yukon Regional Executive. (Adopted by Regional Executive April 10, 2024)
