Dear colleagues,

 

On June 8, 2024, our AFS Group held its Annual General Meeting (AGM). The AGM is the supreme governing body of our AFS Group and our AGM delegates represent over 17,000 AFS members working at the CRA from coast to coast.

 

CRA’s Commissioner made the decision to increase the requirement for onsite office presence despite survey results showing that a vast majority of CRA employees had lower job satisfaction and higher stress levels since the two-day return to office mandate.

 

Disregarding facts and evidence, CRA’s Commissioner made the decision to increase the requirement for onsite office presence, even though research shows that there is no productivity gain from working in an office.

 

When directly asked on April 23, 2024, one week before the three-day return to office announcement, the Commissioner withheld that he had already made the decision and chose to mislead the union. We learned of this from the media on April 29, 2024.

 

These actions have led us to lose confidence that our CRA Commissioner is acting in the best interests of the Agency or its employees.

 

For these reasons, AFS AGM delegates unanimously supported a motion of non-confidence in the CRA Commissioner.

 

This unprecedented action by our AFS Group sends a clear and unambiguous message that there needs to be change at the very top of our Agency.
