With great sadness, we announce the passing of Pascal Sylvester Kirton Joseph on March 9, 2025. Pascal was a dedicated union member and a passionate advocate for workplace fairness and equity. He will be deeply missed by his family, friends and all those whose lives he touched.

Pascal was an active and engaged member of the AFS Group at PIPSC, serving in various leadership roles throughout his career. He contributed significantly to numerous local, regional and national committees, including the Employee Assistance Program, the Union-Management Consultation Team, and the Employment Equity Committee. His dedication to union leadership culminated in his service on the PIPSC Board of Directors, representing the Ontario Region from 2009 to 2010.

Beyond his professional and union contributions, Pascal was known for his warm personality, ability to connect with people, and passion for fostering inclusive workplaces. His legacy of advocacy and leadership will continue to inspire those who follow in his footsteps.

We extend our deepest condolences to Pascal’s family, friends, and colleagues. We honour his years of service and dedication and will always remember his unwavering commitment to the labour movement.

The AFS Group Annual General Meeting will be held on Saturday, June 14, 2025, at the
Hilton Lac Leamy (virtual and in-person).  The AFS Group By-Laws provide for ninety-
four (94) delegates including the twelve (12) members of the AFS Group Executive. The
remaining eighty-two (82) official delegates are allocated on the basis of population by
region and chosen by the Regional Representatives.
 
Anyone wishing to present a resolution at the AFS AGM is referred to AFS By-Law 8.1.6
which states:

In direct violation of our AFS Collective Agreement, CRA has stopped paying CPA Canada dues for Ontario and Quebec CPA members. 

 

CRA notified the AFS Group that they stopped paying CPA Canada dues on December 20 for members in Ontario and Quebec as “CPA Canada dues are no longer mandatory.” However, management’s position is based on a flawed premise. 

 

CPA Ontario and Quebec will no longer be collecting dues for CPA Canada, but paying CPA Canada dues is mandatory to remain a member of CPA Canada.

 

Work to develop and implement a pay equity plan at the Canada Revenue Agency (CRA) continues with representatives of other unions and non-unionized employees. The working spirit is collaborative and proactive. The committee is meeting several times a week to carry out the crucial job evaluation stage. Job evaluation will then enable us to compare female-dominated jobs with male-dominated jobs, to determine whether there are wage gaps that need to be corrected. At the same time, the committee is working on improving the job evaluation tool proposed by the consultant, KPMG.

The employer’s arbitrary and haphazard return to office (RTO) mandates have caused many of  us unnecessary hardship.

 

The AFS Group has taken several steps to challenge management’s actions; so far, we have: 

  • filed a policy grievance and an unfair labour practice complaint
  • held rallies across the country
  • passed a unanimous motion of non-confidence in CRA’s Commissioner, Bob Hamilton
  • Informed the Minister of National Revenue, Marie-Claude Bibeau, of the non-confidence motion, but we have not received a response
