CALL TO ORDER
Nancy McCune called the meeting to order at 9:05 AM. Nancy M welcomed Ryan Thiemann from the Regina Branch. Bobby Eiswirth was unable to attend meeting. Nancy also welcomed Nazim Awan from the NWT Branch as new small branch representative for this meeting.
1. APPROVAL OF AGENDA
Approval of Amended Agenda. Motion to approve by Samah, seconded by Christine, carried. Sharon will maintain speakers list for meeting.
2. APPROVAL OF MINUTES FROM APRIL 21, 2018 MEETING
2.1 Approval of Amended Minutes from April 21, 2018. Moved by Christine, seconded by Sharon, carried.
2.2 Business arising from minutes – Nancy S. asked Ryan about the tent canopy purchased by the Regina branch. Ryan stated the tent canopy had been delivered to Regina Branch and been used for one event. Ryan later provided pictures of the tent canopy for PRE members. The issue of inactive branches in the region was discussed.
3. DIRECTOR’S BOARD REPORT FOR APRIL, MAY & JUNE 2018 - SUBMITTED BY NANCY MCCUNE
Nancy McCune discussed several issues at Board of Directors meeting. These included:
Members of the Board of Directors – Nancy M. was selected as Part Time Vice-President until December 31, 2018 by the PIPSC Board of Directors.
PIPSC board elections are coming up soon to elect a President, two full time Vice-Presidents, two part time Vice-Presidents & nine regional directors. Ballots to be distributed in October and close of election is at the PIPSC AGM.
PIPSC financial policy lists a maximum rate per city for hotels to be booked while travelling with PIPSC. However members are also allowed to use other accommodation alternatives if within the rate limit.
Constituent bodies are allowed to give gift cards for promotion items. The cards must not be redeemable for cash.
PIPSC is sponsoring Kind Canada charity organization. Kind Canada is an Ottawa based registered charity.
PIPSC will have new members joining from the RCMP (only civilian members). The region will be informed of such new members later. Nancy M mentioned that you can invite them to your events but if they would like a formal presentation on what their membership in PIPSC means or they need representational services, please contact her.
PIPSC board reception was held in June 2018 with proceeds going to the Legacy foundation.
The PIPSC building is still only occupied by the union and an agent is advertising to rent the majority of building. Two expressions of leasing interest were received by agent to date.
The Phoenix pay system and Bill 27 permitting targeted pension plans were also discussed.
4. REGIONAL FINANCIAL REPORT
Stuart Kidd presented the Prairie & NWT region financial statements for the period January 1, 2018 to June 30, 2018. The report detailed revenues of $XXX and expenses of $XXX. The beginning bank balance of January 1, 2018 was $XXX with an ending bank balance of $XXX on June 30, 2018.
A listing of the region inventory as of June 30, 2018 was presented to the executive. A work paper showing the calculation of the 2018 PIPSC allotment to the region was also presented.
Motion to receive financial report by Stuart, seconded by Nazim, carried.
5. REGIONAL TRAINING REPORT OF JULY 13, 2018 MEETING
Nancy M provided a training update as follows:
Basic steward training is scheduled for October 25 to October 27, 2018 at Fairmont Hotel in Winnipeg.
Basic Steward training is planned for March 2019 with dates to be announced. The training will be at the Matrix Hotel in Edmonton. Regional Labour School dates are April 11 to April 13, 2018 or May 2 to May 4, 2018. The school will be at the Matrix Hotel in Edmonton.
A discussion of train the trainers was held. Various topics include pension presentations to members.
6. REGIONAL COUNCIL 2018, EDMONTON, MATRIX HOTEL, JUNE 1 and 2
Review of Delegate Responses to Fort Edmonton evening event
Fort Edmonton hosted June 1 meal for delegates. Issues arose with the buses bringing and returning delegates from Fort Edmonton Park.
Around 90 delegates and guests attended Fort Edmonton dinner. A discussion conducting of a survey of delegates was held.
Review of Delegate Responses to Promotional Item
The polo shirts were handed out to PRC delegates. An issue with ladies sizes occurred and was rectified by supplier.
What to Do with the Extra Shirts
Extra polo shirts were purchased for PRC delegates as a result of sizes first received from supplier. Nancy M asked for suggestions on how to distribute the spare inventory of ladies polo shirts.
7. STEWARD COUNCIL 2018, WINNIPEG, FAIRMONT HOTEL, SEPTEMBER 28 & 29
Friday Afternoon Training
Steward Council will be held on September 28 & 29, 2018 at Fairmont Hotel in Winnipeg. The plan is to have two speakers and presentation from Kind Canada charity.
Dinner will be held on September 28 and entertainment will be arranged with Engagement Unlimited group. Speaker Roger Haskett was well received at the 2017 British Columbia Steward Council.
Saturday Café Style Training
Four to five topics are planned in a café style. The topics are off duty behaviour of PIPSC members, marijuana in the work place, treatment of probation employees, employer duty to accommodate and discrimination on prohibited grounds.
Steward Promotion Item
Stewards who will attend will receive a promotional item from the region.
8. REGIONAL COUNCIL 2019
The 2019 Regional Council 2019 will be held at the Delta Hotel in Winnipeg on May 24 & 25. The council will be a full day on Friday, May 24 and a half day on Saturday May 25. Saturday afternoon will be reserved for delegate participation in union parade. The PIPSC board of directors approved participation in Winnipeg strike events. Nancy M stated that she expects all delegates will be available to march in the parade. The 2019 regional council will be held in Winnipeg due to 100th anniversary of 1919 Winnipeg General Strike. The traditional rotation will be resumed in 2020 when the regional council will be held in Calgary.
9. STEWARD COUNCIL 2019
The 2019 Steward Council will be in Edmonton. The dates are to be determined and expected to be around the end of September. The hotel is anticipated to be Fantasyland Hotel in the West Edmonton Mall.
10. STEWARD AWARDS
Nancy M mentioned a committee is needed to review nominations for 2018 Steward Awards. Retired members had assisted the region in selecting steward awards in the past. The goal of committee will be to make timely selections well before 2018 Steward Council.
11. OTHER BUSINESS
Youth Committee Meeting
The Youth Committee will have a meeting before steward council on Friday morning. Youth Symposium will not be attached to the 2018 PIPSC AGM.
Policy on Providing Regional Funds for Isolated Work Sites
The region provided $XX for PIPSC store items purchased for members in Grande Cache, Alberta.
Regional Policy for Determining PIPSC AGM Delegates & Observers (Robert)
Robert presented a draft regional policy for selecting PIPSC AGM delegates and observers from the Prairie & NWT region. The draft policy was discussed and various changes proposed. Robert will prepare the final policy for review by Nancy M. The policy would then be posted on the PIPSC website.
A motion to accept the policy on allocating Prairie & NWT AGM delegates and observers was made by Robert, seconded by Nancy S, carried.
PIPSC Board Elections 2018
Nancy M mentioned the Prairie & NWT region will provide two gifts to members who vote in the national PIPSC elections in December 2018. A motion was made by Robert to provide $XX for gifts. Christine seconded, carried.
Branch presidents were asked to provide ideas to Nancy M.
Legacy Foundation
Nancy M discussed the Legacy Foundation. The Prairie & NWT region will purchase two baskets for fundraising with a maximum cost of $XX. Nancy M asked the branch presidents for any ideas for gifts that represent our region.
PIPSC 100th Anniversary
The PIPSC 100th anniversary committee will be made of one representative from each of the six regions. They will meet in late August 2018 to discuss what will anniversary events for 2019 & 2020. Nancy M stated that our regional representative may need assistance in finding members to participate in planning events. The 100th anniversary of the institute is actually 2020, however PIPSC starting events at the 2019 AGM.
Labour Day
Branches are encouraged to participate in Labour Day on September 3, 2018. Funding was approved by the PIPSC board of directors. The suggested theme is pharm care for all Canadians.
Acting Prairie & NWT regional Director to December 31, 2018
Nancy M was selected as part time vice president by PIPSC board of directors in July 2018. The Prairie & NWT Regional director position is vacant. Nancy M conducted a secret ballot and announced that Robert will be the temporary director until December 31, 2018.
Next Meetings
PRE meeting will be held at the Fairfield Inn & Suites in Lethbridge, Alberta on October 13, 2018. The training committee meeting will meet on the afternoon of October 12, 2018. (Note – this was later changed to Delta Hotel in Winnipeg on same date).
PRE meeting will be held December 1, 2018 in Edmonton at the Courtyard Marriott. The Edmonton staff Xmas dinner will be held November 30. A training committee meeting is scheduled for the afternoon of November 30. PRE members need to book hotel rooms. The Winnipeg staff Xmas dinner will be rescheduled for the 2019.
12. ROUND TABLE
Regina branch – Ryan discussed a planned Labour Day, Pride parade and Regina Red-Sox baseball event for members.
Calgary branch – Samah presented her report of upcoming events for Calgary Branch. A supper event funded by Better Together was held to discuss proposed Wellness policy. A family bowling event was held. A Labour Day event and In the Cold breakfast event are planned.
Winnipeg & Southern Manitoba branch – Christine discussed plans for a July 15 meeting to prepare for Winnipeg branch events.
Denwood branch – Nancy S discussed Labour Day plans plus consideration to purchase a tent canopy.
Edmonton branch – Sharon discussed member picnic in June 2018, a Labour Day picnic and steward appreciation event for the fall.
NWT branch – Nazim discussed the branch AGM held in June 2018 that selected new members for the 2018 - 2019 branch executive. A lunch and learn session is also planned.
Saskatoon branch – Robert mentioned a lacrosse game event that had 50 members attend. A booth for Labour Day is planned. The branch AGM will be held in September 2018. A BBQ & beer event is scheduled for October 2018.
