Welcome

Manny welcomed everyone to the 79th Atlantic Regional Council in St John’s Newfoundland & Labrador.

 

Land Acknowledgement

We respectfully acknowledge the land on which we gather as the ancestral homelands of the Beothuk [bee-oth-uck], whose culture has been lost forever and can never be recovered. We also acknowledge the island of Ktaqmkuk [uk-dah-hum-gook] (Newfoundland) as the unceded, traditional territory of the Beothuk and the Mi'kmaq [meegmah]. And we acknowledge Labrador as the traditional and ancestral homelands of the Innu [in-new] of Nitassinan [ne-tass-eh-nen], the Inuit [in-new-eet] of Nunatsiavut [nu-nat-see-ah-vut], and the Inuit of NunatuKavut [nu-nah-tuhk-ah-vut]. We recognize all First Peoples who were here before us, those who live with us now, and the seven generations to come. Kim Keats Elections Committee – Went over the Elections Procedures for the Atlantic Regional Executive Elections.  There are five (5) Members at Large up for election for 2-year terms.

Jennifer Cantwell (Chair of the Awards Committee) presented the Executive of the Year Award. Every year the Atlantic Regional Executive has the privilege of presenting the Atlantic Executive of the year Award. The purpose of this award is to recognize the outstanding contributions of an Atlantic Region PIPSC member who is active as an executive member of a constituent body within the Region.  Nominations come from you, the Atlantic Membership and the annual recipient’s name is engraved on the Region’s perpetual plaque. It is my great pleasure to present the 2023 Atlantic Regional Executive of the Year award to Kim Keats!

The first day of the Atlantic Regional Council was recessed at 4:30 pm.  

 

Breakout Sessions

This afternoon we will be hosting two separate sessions.  One will be an open forum town hall for delegates who work for federal Treasury Board departments or agencies to discuss return to the office.   The second will be a session with President Jenn Carr for delegates who work for the province of New Brunswick to discuss issues and concerns within the provincial public sector.

Regional Director’s Report


Manny thanked the Atlantic Regional Executive for their hard work and support as he transitioned into the role of Regional Director, you all bring value to every meeting.  Special thanks to the staff of the Halifax Regional Office. We are very fortunate in the Atlantic Region to have you all.
I hosted five (5) Steward Check-Ins, these check-ins continue to be very popular with an average of 50 stewards signing up for each session.  It is a great way to network with other stewards. The topics vary from event to event with no set agenda. It is an open forum where stewards can discuss various issues and/or concerns that they have.  In previous sessions, we discussed return to the office, pay issues, duty to accommodate and many other topics.

I hosted two virtual Branch President meetings in addition to the in-person meeting at the 2022 Atlantic
Regional Council on October 17 and February 22. This provides a forum for the branch presidents to
discuss issues and concerns and provide them with face-to-face time with the regional director that
they may not normally have.

I was able to attend most branch AGMs in the region. For the PEI Branch AGM in September the Branch
hosted the entire Board who were meeting at the Rodd Crowbush. It was great seeing members again
after being apart for so long due to the pandemic.

Since PIPSC joined the New Brunswick Federation of Labour I have been attending virtually regular
meetings with the Federation president along with the local New Brunswick unions. We have worked
together fighting the labour-restrictive Bill 23 introduced by the Higgs Government. This bill restricts the
bargaining agents where they can strike, they must provide 72 hours’ notice before striking and
unilaterally allows the Employer to determine essential positions.

The Board has made improvements to various policies. Most notably the Union Family Life
Balance policy now includes Group AGMs, Regional Councils, the PIPSC AGM and Advisory Council
meetings have all been added to the policy. Activists who attend one of those meetings are entitled to
reimbursement of a paid day of leave. The time limit to claim the paid day of leave in those
circumstances has been increased from 6 weeks to 6 months.

The 2023 PIPSC AGM will be from Sunday, November 26th to Wednesday, November 29th at Le Centre
Sheraton in Montreal. This year we are trying a four-day convention format with guest speakers and
training events in addition to the business meeting. An AGM Task Force and Planning Committee are
working towards setting the agenda for the 2023 event. Registration email should be going out to the
selected delegates in the late July or early August timeframe.

Regional Executive Financial Report 

Gerald extensively went over the Finance Reports.

Motion 4 – Gerald, Atlantic Regional Executive moved to approve the 2024 Budget and Sheila McLean, Fredericton Branch seconded the motion.  CARRIED

 

Regional Training Committee Report

Carolyn was happy to report that they have successfully reimplemented in-person training since the May 2022 Atlantic Regional Council. Unfortunately, due to numerous limitations outside of our control, we were unable to offer hybrid training options. Given the success of virtual training sessions throughout the pandemic, we are reviewing options regarding the feasibility of offering similar sessions in the future. 

Carolyn went over some training we had since the last Atlantic Regional Council with the number of attendees, facilitators and social events held at each event.   

Participants provided positive feedback on content, flow, facilitation, and networking events. We are very excited to have 47 new stewards in the Atlantic Region. Thank you to all who continue to recruit new stewards, your efforts are successful. 

Our Steward Council theme in October of 2022 was Work Environment-The New Normal 

Our agenda focused on this theme with Max presenting fascinating cases around this theme.  Cheryl and Simon’s presentation focused on issues with working from home vs in the office and hybrid work. Craig Bradley and Chris Roache successfully “pivoted” and rather than give a similar presentation on the theme, they worked quickly and presented on the roles of the advisory Council. Our guest Speaker, “Paul Huschilt” finished the council on a high note with a lighthearted and hilarious presentation. Who would think that an overhead projector, a marker, and transparency, could be so funny? 

We held a steward awards dinner where we recognized the 2022 Steward of the Year, presented to Tony Chubbs, and recognized stewards for their years of service. On Saturday night we hosted a masquerade ball, however, this was not well attended. This year we sold tickets on a Kobo Reader with proceeds going to the Moose Hide Pin Campaign. Cathy Hebert was the lucky winner.

Our Regional Training School was in April of 2023 at White Point, NS.  Interest in the school this year was high, with 76 applications received, with the majority being first-time attendees. The maximum attendance is 50, as per policy. 

Max and Cheryl facilitated Advanced Grievance and Collective Agreement, which are newly Popular Education Formatted courses. Elissa and Simon facilitated Consultation and Duty to Accommodate, another new, Popular Education Format course. First-time school attendees completed the Advanced Grievance and Consultation, with the remaining stewards completing the Duty to Accommodate and Collective Agreement. The course feedback was very positive with accolades for our facilitators. 

Networking events included a Meet and Greet and a fire with smores, both events were well attended. We sold tickets on a Garmin watch with funds raised going to a local charity, Bonnie Lea Farms. 

Carolyn thanked the regional staff for organizing and providing excellent training for our Atlantic members. To the training committee and executive, thank you for your dedication, patience, creativity, and eagerness to ensure we continue to provide valuable training to our stewards/members.

Regional Manager’s Report 

Cheryl presented her report on behalf of the Atlantic Region Office. This past year continued to present us with challenges.  Sustained and significant membership growth in the Atlantic Region is good news for PIPSC and the Atlantic Region but continues to increase strain on Atlantic Regional Office staff resources.  Throughout 2022, we transitioned back towards delivering in-person training and in-person representation on a growing number of labour relations issues.  In general, our focus shifted from pandemic-related workplace issues to return-to-office workplace issues.  

We have been exceptionally busy in the last year with membership in the Atlantic Region continuing to climb, with over 6400 members and RANDs.  Many of these new members have been hired at CRA, DFO, and SSC.  

There continue to be four (4) representational staff in the Atlantic Regional Office - the Regional Manager, two Employment Relations Officers, and one Labour Relations Officer. 

Presently, there are two-hundred twenty-five (225) stewards in the Atlantic Region.

 

It should be noted that Steward coverage is not equal across all areas of the Atlantic Region.  Some Stewards / Subgroups / Branches / Consultation Teams have found success in their efforts to organize resilient clusters of local Stewards.  Other cities have few or no Stewards or lack Steward numbers proportionate to the size or challenges presented by local employers.

The above numbers have a significant impact on the Atlantic Regional Office’s ability to provide timely services to members, to pivot to meet changing needs and to deliver the level of support that might be requested for activities that do not directly arise as part of grievance or other formal representation processes.

Some Labour Relations Highlights we 699 leave, COVID-19 and had to file grievances on these matters as one Department, CSC, would not accept placing members on 699 leave if they contracted COVID-19.  The Atlantic Regional Office has referred one (1) grievance on this topic to adjudication. Accommodation Issues - COVID-19 and RTO, Duty to Accommodate - other than COVID/RTO, Harassment and Discrimination, National Day for Truth and Reconciliation Grievances, RCMP Civilian Member support, Scientific Integrity, and Workload and Hours of Work (NB Crown Prosecutors).

Cheryl’s report touched on the support we give to training in the Atlantic Region, Steward Council, Steward Check In’s, Lunch & Learn, Atlantic Regional Director, and Consultation Teams.

President’s Address – Jennifer Carr 

Jennifer began by stating this was her first visit to the Atlantic Region, thanks to Kelly MacKinnon.  Jennifer spoke on Inclusion and wanting more of it for the institute.  We need new people to get more people involved and to participate.  

With Solidarity comes incredible power.  Many voices speak up and say it is not ok, this can’t be ignored.  Solidarity matters, and action needs people who are willing to stand up beside people and we need to do more of this.  We need to make more noise together.  When employers know that unions work together, we can’t be divided.  They can’t play us off one another, we need everyone to stand together.  I am looking to represent my members and my members’ best interests.  We have a lot of dedicated members, working because they care, and they care about the population.  Part of solidarity is keeping up to date, and not waiting for someone to tell you something.  Actively seeking out and participating, we must put in concrete efforts, volunteers can only do so much work.  

The vision is now that the Institute will take care of giving you the basic information.  We need to nurture and foster volunteers.  We need to build internally, be reflective, and be inclusive.  We need people who are diverse and understand where we are going and have the same vision.  Regions have a very big purpose, where we can make fundamental changes to our big By-Laws to do with things that are not ok.  Everybody matters and if there is a voice missing, we need to go find it.  

There is hope, the labour movement is growing.  Young people are getting engaged and saying, I am not ok with being exploited, with not having conditions of employment, not ok with my manager choosing and reversing their decisions depending on the wind.  

Our demographics are changing, there are 30% more younger members, and boomers are moving out, progressively giving us the momentum to start making positive changes if we get them to the table.  There is hope, workers unite, stand united, solidarity works, and we have to do better.

Regional Executive Elections & Results 

Kimberley Keats went over the election procedures and the elections began. 

The Atlantic Regional Council – Executive Elections took place on Saturday, May 27, 2023, for five (5) Members at Large.  There were ten (10) nominations from the floor.

We would like to welcome the two new members of the Atlantic Regional Executive and welcome back those who were re-elected.

Motion 7 – The motion to destroy the ballots was moved by Kimberley Keats, Atlantic Regional Executive and seconded by Gilles Comeau, Norther NB Branch.  CARRIED

 

Resolutions

We have six (6) resolutions, two (2) By-Law changes.  Scott went over the resolution requirements and procedures.

 

  

Bylaw Amendment 1

6.1.3 Standing Committee Chairs: The Standing Committee Chairs with the exception of the Training Committee Chair, shall be elected by the Regional Executive, from among those on the Regional Executive, at their first meeting following the Regional Council Meeting.

Bylaw Amendment 2

 

6.2.1 Atlantic Regional Training Committee Mandate: The mandate of the Atlantic Regional Training Committee is: to liaise with the Atlantic Regional Executive, the Member Services Training, Education and Mentoring Committee and Regional Staff with respect to regional training initiatives; to solicit from the Regional Council, Steward's Council and regional constituent bodies input concerning the Institute training program; to review the training applications for acceptance to ensure the individuals meet the criteria and objectives for admission.

 

Motion 10 – Kimberley Keats, Atlantic Regional Executive moved, and Jennifer Cantwell seconded Bylaw Amendment 2 as presented. CARRIED

 

Policy Change Resolution

POLICY CHANGE – Policy on Constituent Body Allocations

 

Whereas the amounts identified under #7 for constituent bodies to spend accordingly on hospitality, networking, recognition, social, training or visibility events has not been adjusted for inflation since April 26, 2012. These set limit amounts have restricted constituent bodies in being able to provide appropriate event planning as the costs have risen considerably over the last few years. This simply allows constituent bodies to continue to organize similar positive events as held in the past.

 

Be it resolved that the Policy on Constituent Body Allocations be amended as follows:

AWARDS - An award has to be for the recognition of the steward or member's overall contribution to the Institute. Generally, a valid, non-taxable award has clearly defined criteria, a nomination and evaluation process, and a limited number of recipients. 

To be determined by a constituent body vote. Values and purpose must be documented in the executive meeting/AGM minutes.

DONATIONS TO THE LEGACY FOUNDATION - The donation amount must be reflected in a separate line item in constituent body financial statements. The amount of the donation will be deducted from the allocation in the year the donation is made. Donations will not result in a reimbursement of the donated amount in the following year’s allowance.

Maximum of $XX. 

 

Cost increase to PIPSC – Not applicable - The Policy on Constituent Body Allocations would result in no changes to costs to PIPSC based on the limitations outlined in the same policy as #4 – Funding Formula.

Resolution #4

 

Whereas the PIPSC Policy on Balancing Union Activity and Family Life excludes Regional Training Schools from Travel and Hospitality for Family Members; and

 

Whereas these Schools have the same impact on balancing union activity and family life as other meetings included in Travel and Hospitality for Family Members,

 

Be it resolved that the PIPSC Policy on Balancing Union Activity and Family Life be amended to include Regional Training Schools in Travel and Hospitality for Family Members, as follows:

A member who,

  • requires accommodation the Friday of a Regional Council, Regional Steward Council, Regional Training Schools, Advisory Council, Group Annual General Meeting or the Institute Annual General Meeting taking place outside their local area, 
  • who is accompanied by his / her spouse or significant other and/or immediate family, and 
  • would not otherwise be eligible for Saturday night accommodation under the travel policy,

Motion 12 – Mike Pauley, Atlantic Regional Executive moved, and Jennifer Cantwell seconded to carry this resolution. 

Motion 13– Chris Roach, Prince Edward Island Branch motioned to refer this to the Board, Craig Bradley, Prince Edward Island Branch seconded. DENIED

Motion 14 – Marcel Journeay, Greenwood Branch motioned against the referral to the Board, and Mike Pauley, Atlantic Regional Executive seconded.  CARRIED

Motion 15 – Marcel Journeay, Greenwood Branch moved to amend the motion for the “Regional Executive to bring to the 2023 AGM”, and Eva Henshaw, Vice President seconded. CARRIED

 

Resolution #5

Whereas too many rands are detrimental to a union;

 

and whereas PIPSC has the email contact information for all rands;

 

and whereas PIPSC has paid staff to support members;

 

Therefore be it resolved that the Atlantic Regional Executive sponsor the following resolution at the 2023 AGM 

 

"Therefore be it resolved that starting on January 1st, 2024, PIPSC email every Rand the information regarding the benefits of membership as well as the link to the membership form"

 

Motion 16 – Paul Hubley, Halifax Branch moved, and Hashem Abou-Shahla, Halifax Branch seconded the motion as presented.   CARRIED

 

Resolution #6

and whereas this policy does not allow for regional differences;

 

and whereas branches and subgroups are in the best position to know how to engage their members;

 

Therefore be it resolved that the policy on constituent body expenditures be amended to allow for the purchase of tickets for sporting and cultural events that cost $XX or less.

Motion 17 – Chris Coghlin, Halifax Branch moved and Hashem Abou-Shahla seconded the motion be amended to direct the Atlantic Regional Executive to bring this resolution to the 2023 PIPSC Annual General Meeting. CARRIED

Atlantic Constituent Body Profile- Moncton Branch

The Moncton Branch presented their Constituent Body Profile, with highlights about their Branch History, Executive, accomplishments, activities, challenges, concerns, priorities, and some great pictures.

 

Atlantic AGM Delegate Formula

Scott McConaghy reviewed the Atlantic AGM Delegate Formula based on membership numbers. 

 

Branch and Provincial Group Highlights

Jennifer Cantwell went over some of the Branch Highlights from the previous day's meeting. Misty Matthews-Emery went over some of the Provincial Group Highlights from the previous day’s meeting.
