I hope you have been enjoying 2025. I wanted to take an opportunity to give you some updates.
All of us on the CFIA-Scientific and Analytical (S&A) Executive hope all the S&A members (CO, EN-ENG, ES, PG, SE-RES, SE-REM and SR classifications) will have had a great relaxing summer.
Our Stewards, our National Group Executive and our National Consultation Team are in constant contact with CFIA management to voice your concerns on many issues that impact your work.
Bargaining Update
As you are aware, the S&A collective agreement was signed on December 6, 2024. The $2,500 pensionable signing bonus appeared on your March 26, 2025, pay stub. Retroactive payments covering the period from October 1, 2022, to January 29, 2025, appeared on your June 4, 2025, pay stub.
I understand from my conversations with many of our members that are eligible to retire have been eagerly waiting for the full implementation of the collective agreement. Should you fall into this category, I would highly encourage that you notify your manager of your intention to retire. It is generally advised to file your paperwork 3-4 months in advance of your retirement to ensure a smooth transition.
Pay Issues
I, along with other S&A stewards, have received requests for advice in relation to recent Phoenix overpayment recovery actions by the employer. I would like to remind everyone to keep detailed records of your pay. It is important to be able to respond to the employer with your evidence. Please refer to the PIPSC webpage on Recovery process for Phoenix overpayments – FAQs.
SR Update
PIPSC classification staff continue to work on the Senior Inspector (SR-02) classification grievance. At this time, a classification grievance hearing date has not been scheduled but I hope to have a date to share with you some time soon.
Election Reminder
The CFIA S&A Group Executive Elections will be launched for six (6) positions: (Three (3) regions: Atlantic, Ontario and the National Capital Region (NCR) as well as the three (3) Members-at-Large (from all the regions except the NCR).
Steward recruitment
The CFIA S&A Group is actively seeking out members who would like to become Stewards, to sit on consultation, occupational health and safety, and diversity committees, and take part in special projects as representatives of the S&A group and PIPSC.
We need individuals who want to be part of working with management to represent the best interests and needs of all our members now and into the future.
It’s easy to get started and we promise to give you an easy entry into the world of union activities and Steward roles. The first step is to fill out a Steward Application form on the PIPSC Website .
I would be remiss if I did not take the opportunity to thank all the S&A stewards and their strong advocacy for you in a variety of activities and on numerous committees.
Please keep in mind the importance of taking care of your physical and mental health as you balance work and family responsibilities in these challenging times.
PIPSC Email and ability to contact member
If you did not get this email directly from PIPSC and got it from a colleague, please consider updating your contact details, with a non-work or PIPSC email, with PIPSC: Change of Address | The Professional Institute of the Public Service of Canada (pipsc.ca).
With group executive elections later this year and so you will not miss the email with your ability to vote, I would recommend you apply for a PIPSC email account: Create a PIPSC E-mail Address | The Professional Institute of the Public Service of Canada
