July 6-7, 2018 AFS Planning and Executive Meetings

Present:

Doug Mason (President).  Regional Representatives: Chris Roach (Vice-President and Atlantic Regional Representative), Steve Parent (Quebec), Mark Muench (CS National Consultation Representative), Phil Choo (BC / Yukon), Robert Trudeau (Prairies/NWT), Brian Hassall (HQ), Allaudin Alibhai (NCR IT), Shawn Gillis (Ontario), Manny Costain (CS Regional Representative and Recording Secretary), and Al Ravjiani (Toronto).

AFS Vice-president, Treasurer, Secretary and Committees

As per our AFS by-laws, our AFS Vice-president, Treasurer and Secretary were selected for the upcoming year.  The following candidates were elected:

  • Vice-president – Chris Roach
  • Treasurer – Shawn Gillis
  • Secretary – Manny Costain

Consultation, bargaining and administrative committee chairs and members were selected and a listing will be posted to the PIPSC website.

AFS Group Objectives

AFS Group objectives were set for the upcoming year.  They are as follows:

  • Negotiate a fair collective agreement
  • Protect AFS Group workload and positions
  • Full representation at PIPSC AGM

AFS National Elections

Decision was made for AFS national elections to close by the Wednesday before the AFS AGM and for the results to be announced on the Monday following the AFS AGM where possible.

National Union Management Consultation Committee (NUMCC) Terms of Reference

NUMCC terms of reference were reviewed and updated and will be sent to management for discussion and revision.

Executive Meeting Précis – June 6, 2018

The précis for the June 6 executive meeting was approved as presented and will be sent for translation and posting.

Financial Update

Shawn led the Executive in a review of the current financials.

Staffing Overhaul

The Employer is performing a staffing overhaul.  The Employer is currently doing site visits across the country meeting with managers, union reps and the young professional’s network.  Major changes to the staffing system at CRA are being considered.

PIPSC Travel Claims & Retro Pay

Retro pay was paid the first week of July.  There are still concerns about travel claims for stewards and members taking much longer to process.  Claims used to take two weeks are now taking four weeks or more.

Phoenix Communications

We need to ensure that more communications are sent to members about the status of our efforts to lobby the government to replace Phoenix with a payroll system that will correctly pay our members.

Next Executive Meeting

The next AFS Executive meeting will be November 1st in conjunction with the PIPSC AGM.
