The PIPSC Central Table Bargaining Team met with Treasury Board Secretariat (TBS) representatives from March 26 - 28, 2019. The two parties are beginning to narrow their focus.

The parties discussed a number of proposals and received presentations from two external groups. Specifically, representatives from Treasury Board and Public Services and Procurement Canada presented their proposed methodology to calculate retroactive payments in an effort to avoid the Phoenix related issues caused by the implementation of our last contracts.

The second presentation was by PIPSC representatives from the Domestic Violence PIPSC-TBS Joint Committee tasked with studying the best way for the employer to support employees affected by domestic violence. The presentation included powerful testimony of a survivor from within our membership.

PIPSC research staff presented the Treasury Board a detailed analysis of various situations under QPIP (Québec Parental Insurance Plan) and EI (Employment Insurance) to identify inequities in the various parental leave provisions to be addressed. The two sides engaged in significant discussions related to addressing harassment in the workplace.

Discussions will continue on all of these issues at our next bargaining session scheduled for April 24 - 25, 2019. Your comments and support of the Do Better campaign are greatly appreciated.

The PIPSC Central Table Bargaining Team met with Treasury Board representatives from January 29 - 31, 2019 and engaged in a constructive discussion.

Treasury Board tabled updates to their proposals on the Family Leave and Benefits, Union Dues - Other Deductions and Workforce Adjustment. The Treasury Board made two presentations in response to the proposals which were tabled by PIPSC on Pay Administration and Harassment.

Both parties have begun discussions on the general economic increase.

The next bargaining dates are scheduled for March 26 - 28, 2019.

In order to improve the efficiency of negotiations the PIPSC Central Bargaining Team electronically exchanged proposals with Treasury Board on November 2, 2018. Representatives from both parties had their first meeting on November 15, 2018.

Terms and conditions negotiated at the central table will apply to the 6 core groups (AV, CS, NR, RE, SH, SP). The same terms and conditions are likely to be negotiated subsequently at the Agency tables. As such, PIPSC recognizes the value of input from all members who could be impacted by these agreements.

Placeholders have been tabled in some areas, such as economic increase, which require additional discussion in order to reserve the right to table specific language at a later date.

The initial proposals from PIPSC and Treasury Board are available for review. These proposals will evolve as negotiations progress.

The next bargaining dates are scheduled for January 29, 30 & 31, 2019.

As bargaining season is upon us we are Better Together. Building on our success with Work Force Adjustment and our excellent progress with the Employee Wellness Support Program, representatives from the eighteen (18) groups* under the Treasury Board have joined forces to negotiate common issues at a central bargaining table.

Common issues that PIPSC would like to discuss include: pay rules, family leave, workplace harassment, family day, duration of agreement and economic increase.

The Central Bargaining Team met in August and September to establish proposals. The Team is planning to initiate bargaining this fall.
