EXECUTIVE MEETING

QUEBEC REGIONAL COUNCIL

NOVEMBER 9 AND 10, 2017, 7 P.M.

HÔTELS GOUVERNEUR TROIS-RIVIÈRES

1. CALL TO ORDER

- Present: Yvon Brodeur, Réjean Michaud, Richard Doyle, Steve Parent, Renaud Guiard, Patrick Sioui, Lyne Larocque, Damien Noël, Christian Tremblay and Benoît Pelletier (by phone).

- Absent: Robert Tellier.

As Chair, Yvon called the meeting to order after establishing quorum.

2. REVIEW AND APPROVAL OF THE AGENDA

  1. ADVISORY COUNCIL PRESENTATION:

Richard offered to give an Advisory Council presentation at the next Regional Council or Stewards Council. After some discussion, we decided that it would be best to give it at the Stewards Council and that he could be assisted by Judith Leblanc.

  1. QUEBEC REGIONAL STATUS OF WOMEN COMMITTEE

Lyne attended the Committee’s second meeting, which was held on October 17. The Committee was asking about the funding. Yvon said that it would be discussed at the Board meeting in January 2018 (to follow).

The Committee was planning to buy some cellphone pockets to give out to members on March8, 2018. After discussing it, we concluded that it was a good idea to offer a promotional item but based on our experience the proposed item was not the best.

The Committee also suggested inviting a speaker, Carole Gingras, to our next Stewards Council to talk to us about the involvement of women in the labour movement: carried unanimously.

Lastly, some problems arose in delivering the Committee’s survey: Renaud will take care of it.

The Committee meeting lineup is as follows: January10, February 14, April 11 and May4, 2018.

  1. POSSIBLE ACTIONS FOR PHOENIX

We did some brainstorming on how to demonstrate our discontent with the Phoenix pay system. A number of ideas were put forward: posters, demonstrations, advertising campaigns, work slowdowns, etc.

We concluded that internal actions would not have much added value, given that the employer is already in favour of our cause. It would be better to show the general public the impact of the system’s inefficiency through the harm caused to a number of federal employees.

  1. REGIONAL POSITION ON #METOO AND EMAIL RECEIVED NOVEMBER 7:

In response to an email received about the Quebec Region’s Facebook page, an in-camera meeting was requested. Some actions were proposed and members were appointed to carry out the actions.

In camera status removed.

Without disclosing the in-camera discussion, some guidelines were adopted by the Executive:

- review the list of members who have access to the Facebook page

- ensure that a member-administrator approves the people who join the group

- ensure that the content is in line with PIPSC’s vision

- have the campaigns we support approved

- questions are allowed (provided they are respectful)

Executive members in charge of the Facebook page: Christian, Renaud and Robert.

  1. RESOLUTIONS FROM THE REGION’S 2016 AGM

At the 2016 AGM, four of our resolutions were not debated on the floor and they were referred to the Advisory Committee. Having had no follow-up from the Advisory Committee, we asked that the resolutions be added to the 2017 AGM agenda. When checking the agenda for this year’s resolutions, we noticed that our resolutions were not included. We later found out that the Advisory Committee had sent its responses to the Board of Directors, but that the Board had not informed us of its conclusions. Since our resolutions had fallen by the wayside, we will come to the microphone at the beginning of the AGM (when the agenda is being approved) to add our resolutions to the agenda.

  1. DOCUMENT LISTING THE 2017 AGM RESOLUTIONS

We have revised all of the resolutions that will be submitted at the 2017 AGM and have prepared our recommendations. Renaud created a document with our recommendations for each of the resolutions (in favour, against, free vote). The document will be given to all Quebec Regional members attending the AGM this year.

11. NEXT MEETING AND ADJOURNMENT

The next meeting is set for Friday, December8 in Montréal (Hôtel Gouverneur - Place Dupuis), the day after our traditional supper with the Regional Office staff.
