Results Summary

At the 2017 Prairie/NWT Regional Council, a committee was formed to create a report to determine the best way for the Prairie/NWT Regional Executive to be formed.  This report would be distributed to all branches within the region and each branch would determine if they felt a by-law change should be submitted at the 2018 Regional Council.  There were four members elected to form this committee:  Brian Bell, Anna Brockhoff, Bobby Eiswirth and Rob Scott.

The committee determined the best way to examine the different models in establishing a Regional Executive would be to create a survey.  The committee decided to send the survey to all members who serve on a branch executive within the region.  The committee felt this would provide a large number of educated responses to provide as much feedback as possible.  In the month of August, 2017, PIPSC Prairie Regional members were sent a survey asking questions about how our current Regional Executive operates. Here is a summary of the results:

There were a total of 54 respondents to the survey.

Question 1: How familiar are you with the PIPSC Prairie/NWT Regional Executive (PRE)

All 54 respondents answered this question. Over 96% (52 respondents) felt that they were somewhat to very familiar with the PRE.

Question 2: Are you familiar with how members get to serve on the PRE?

All 54 respondents answered this question. Over 88% (48 respondents) felt they were very familiar or somewhat familiar with how members get to serve.

Question 3: It is important to you that the PRE is composed of geographically diverse members? (from a wide range of locations across the region)

Out of all 54 respondents, an overwhelming 52 felt this was indeed important or somewhat important. Over 70 percent felt it was definitely important.

Question 4: Is it important to you that the PRE is composed of occupationally diverse members? (from a wide range of groups)

53 respondents answered the question. Out of the 53, over 92 percent (49 respondents) felt that this was important or somewhat important.

Question 5: The PRE can have up to 11 members, (we currently have 9); how many do you think should sit on this executive?

52 respondents answered, and the results were:

  • Only 7 felt that the executive should have less than 9 members;
  • Half of the respondents felt that 9 works;
  • Only one felt 10 members would be sufficient; and
  • 21 respondents (40%) felt there should be 11 members on the executive.

With the responses above, we can determine that it is split between our current 9 members and upping the number of members to our maximum of 11.

Question 6: What do you think is the best way to populate the PRE?

Respondents were given the option to choose the following response:

  • Current Model: Each large branch has a representative, plus 2 small branch reps, plus the director and secretary/treasurer.
  • Electing all members of the PRE at the Regional Council.
  • Other (provided responses)

The results were:

  • Almost 63% (34 respondents) felt the current model works;
  • 20% (11 respondents) felt all positions should be elected at the Regional Council; and
  • Other options that were suggested:
    • Expand executive to 11 members, with 2 additional members from small branches.  There should be 1 small branch member from each province/territory.
    • Elect the two remaining PRE members
    • Use current model for 9 positions, fill additional 2 seats at Regional Council, election could be limited to under represented groups.
    • 5 large branches plus Director plus Secretary/Treasurer.
    • Branch reps should be voted on by the branch at their AGM, shouldn’t always be the branch president.
    • Extra two members from small branches.
    • Two additional members from small branches, the small branches from each province plus the territories could elect their own PRE representative.

Summary

In summary, the majority of responders felt the current model to populate the Regional Executive is fair and ensures a geographically diverse group.

There were indications that an increase in the number of members on the Regional Executive would be considered.  There was also a small percentage of people who thought all positions should be elected at the Regional Council.
