INTRODUCTION
1. The UNDE President, Scott Harrigan opened the meeting at 1335hrs and welcomed everyone.
REVIEW OF PREVIOUS MINUTES
2. MINUTES: Minutes of the previous meeting were reviewed.
a. Maj van Oostrum had questions for the UNDE / PIPSC President about who can attend the level UMCC (unit level) meetings. It had been discussed at the last meeting.
i. UNDE President responded that they require a chair and a co-chair one each military and civilian with the military members being at least a Capt/WO.
ii. PIPSC President provided the following information. The rules clearly state that only PIPSC stewards can participate in consultation. No matter whether it is a wing UMCC or a unit LMCC, the PIPSC representative(s) must be stewards, any PIPSC DND steward could attend UMCC and or LMCCs as the PIPSC representative, they do not have to be members of that unit or be employed at that Wing though it obviously helps. Currently, at 14 Wing, there are only two members who are stewards that can attend the Wing UMCC or any unit LMCC on behalf of PIPSC, with another member who has put their name forward, but still needs to attend the steward training. Maj van Oostrum would like to ensure that the PIPSC members have enough access to the PIPSC president as they are restricted in who can attend the LMCC or UMCC.
b. Minutes accepted.
OLD BUSINESS
3. Updates on Local Contracts on the Wing: PIPSC President requested an update on the local contracts on the Wing. Maj van Oostrum asked all unit Commanding Officers (CO) in attendance to come prepared to discuss the contracts that their units have. These should be contracts that include or could have public servants, examples given were cleaning, de-icing. These reports need to be sent to the UMCC Secretary prior to the meeting so that they can be included in the reports. 14 Wing has always been great at communicating, but this will ensure the contracts are captured in the reports and meeting minutes.
REPORTS
4. Culture Evolution Coordinator Report (CEC): Presentation provided at Annex A. WCEC Maj Irvine introduced themselves to the members and then presented their report. Of note from the report:
a. The CEC has not received info on who are the Workplace Harassment Advisors (WHA). They requested that units send that info them to create a master list for the Wing. Currently there is no training happening, but once they have the list of names, they can look into holding training sessions. WHA can be both military and civilian members of a unit;
b. Potential events that the DAGs are looking to hold include the DWAO who would like to bring in a mammogram bus in conjunction with 26 HScvs, the DAGPWD would like to look into having a sporting event like paralympic hockey, or wheelchair basketball for international day for persons with disabilities; and
c. There is a large budget that will be coming soon, and Maj Irvine would like to see us spend all of it.
5. Employee Assistance Program Report (EAP): Presentation provided at Annex B. Kristine Veinotte was unable to attend. Maj van Oostrum presented their report.
6. Human Resources Steering Committee Report (HRSC): Presentation provided at Annex C. Maj van Oostrum presented their report.
7. Office of Disability Management Dashboard (ODM): No presentation provided. UMCC Secretary indicated that the ODM reached out stating that they will no longer be providing a report, but we will have a link to their Dashboard to be able to pull it up for our UMCC meetings. It is not up and available currently, but ODM expects it to be operational by the next UMCC meeting.
NEW BUSINESS
8. Staffing and Vacant Positions: UNDE President requested an update on the staffing and vacant positions at 14 Wing. This point was covered during the HRSC report and there were no further questions.
9. ODM Report: UNDE President requested information on the ODM Report. This point was covered by the UMCC Secretary during the reports, no further questions.
10. Security Clearance Timelines: CO 405 Sqn asked if CIV HR has a different avenue of submitting security clearances. Maj van Oostrum replied that the civilian security clearances go through the same process and office as the military security clearances. Unfortunately, CIV HR has no influence or input into the security clearances. It was suggested to do your best to start the process as early as possible.
ITEMS FROM THE FLOOR
11. DWComd noted that they have approval for LCC training, there are 3 tentative dates that training will be offered. They are 29 Sept-02 Oct 25, 03-06 Nov 25, and 02-05 Mar 26. More information will be provided as it becomes available.
12. PIPSC President asked about upcoming JLP courses, currently there are none scheduled. Rosie Smith-Gimblett stated that they can hold a course if there are enough candidates. It is not required, but preferred to have new committee members, lower management is also able to attend. If units have 2 or 3 subcommittees, they can do the training for groups of 20-30 people. If the union facilitator and management can indicate what they want, then Rosie can try to organize something. The website for the available workshops is www.jlp-pam.ca.
13. Wanda Wharton asked about the May 2024 minutes. They still have not been located. Maj Fillmore indicated they Samantha Ford was unable to find them. Chad Lacoste will type up his notes and provide them to the UMCC Secretary, and Maj van Oostrum will send the reports.

Reminder that both civilian and CAF cases are handled through the WHVP, administered through CCMS. Units were to identify WRAs, please ensure your appointed WRA reaches out to the Wg CEC soonest, Units without an identified WRA by end June will be contacted directly by Wg CEC.
SMITs
14 Wg presently has several open SMITs cases dating back 2/3 yrs. Wg CEC will be working to close these cases over the coming months. Coordination, support and communication with Units/Sqns will be required in order to complete this task.
Employment Equity and Diversity General
Seeking a civilian co-chair for the Defence Visible Minorities Advisory Group, Defence Advisory Group Persons with Disabilities, as well as the Defence Indigenous Advisory Group.
Promoting attendance to DAG/EE activities and events is imperative to a continued inclusive working environment that fosters two-way trust and commitment.
Defence Indigenous Advisory Group
DIAG hosted a smudging ceremony and screening of “Little Bird” Ep. 1 at the Zedex on 20 May to promote Indigenous Awareness Week. Attendance was below expectations with only 10 personnel attending the screening.

HRMC Report for UMCC – June 25
Funding
FY 25/26 – Allocation 10.9M ($10 199 569 Baseline + $670 514 Div Op). The Wing is short $37 561 in Baseline at this point to align with new collective agreements, which is expected to come during the year. Currently over-planned by 6% which, based on historical trends, should bring us in on budget by the end of the FY. Also have additional funding from the Cadet program to support the hiring of temporary help in the kitchen during the summer.

Vacancies are slightly higher than normal. For three positions we are waiting on advertised processes to be completed. Three additional positions are the result of recently approved establishment changes for which we are waiting on Classification to create the positions (service standard is 20 working days).
There are also 4 seasonal indeterminate MDO 06 position to be filled for Nov 25. 14 Wing ran a National Advertised Staffing Process to address this requirement. Interviews are being held over the next two weeks.
