Dear NR Group Members,

The NR Group Executive is seeking expressions of interest from members to join the NR Group Contracting Out Committee.

Contracting Out remains a serious and growing concern for NR professionals across the public service. To address this, we are establishing a dedicated committee to monitor, assess, and respond to Contracting Out practices that affect work which could or should have been performed by members of the NR Group.

Purpose of the Committee:

This committee will:

  • Track Contracting Out trends across departments and agencies;
  • Identify at-risk classifications and the impact on NR members;
  • Develop tools, materials, and a member-facing guide to raise awareness;
  • Support the NR Group’s bargaining and consultation efforts by preparing evidence-based recommendations and proposals;
  • Coordinate with other PIPSC Contracting Out teams on common interests and strategic alignment.

Committee Structure:

  • The committee will include a chairperson (appointed by the NR Executive) and 5 to 7 active working NR members from at least three different departments or agencies, with geographic and departmental diversity.
  • Members will serve a renewable two-year term.
  • Friends of the committee may be recognized for special contributions.
  • The committee will begin with an in-person kickoff meeting to finalize its work plan, followed by monthly one-hour virtual meetings.

Who Should Apply:

We encourage all interested NR members to apply. 

  • Consideration will be given to achieving demographic, regional, and departmental diversity.

How to Apply:

Interested NR members should submit a short statement (max 300 words) outlining:

  • Your current role, department/agency, and location;
  • Your experience or insight related to Contracting Out;
  • An example of Contracting Out within your department or agency; and
  • Why you are interested in serving on this committee.
