                                                                    October 5th, 2023 – 12 to 1 pm

1 - Approval of Agenda

Poster for AGM designed by Adam(?) sent to Marcel, will be sent for translation

4 - PIPSC AGM

·       Will be back to 2 days next year as members were not happy with 4-day format

·       Training that was offered can be done virtually, already available in other ways

·       Caucus meeting for SP to go through motions presented, get opinions on them, hybrid format

·       Budget presentation will be open to everyone

 

5 - 50 Victoria Street AGM

·       Will likely be during or after ratification so may not make sense to have a guest speaker about the offer; may need to add a topic for Marcel to speak on relating to this, closer to the date-of

·       Will do virtual this time, as we haven’t hosted a hybrid event in years and don’t want to have technical difficulties for such an important event.

 

6 - Job descriptions update

·       SG-PAT descriptions- some are 20+ years out of date

·       External consultant will be drafting in consultation with staff

·       Will be presentations to each level; supposed to be committees for each but don’t seem to be meeting

·       Should be competency-based, not task-based; only on present work not potential future work

 

7 - Bargaining Update (hold questions until later)

·       Best deal we were likely to get; arbitration would not necessarily have given us a better deal

·       Recommending members vote to accept it

·       Deals for Meteorologists etc would have been pulled if we went to arbitration

·       2500 was made non-pensionable because most members are not within last 5 years before retirement, so not worth it

·       Arbitration would have taken 8-9 months to get a hearing, then longer to get result

·       Most email has been positive: questions about retroactive application of 4th week of vacation at 7 years (it’s not), but will be applied at date of implementation to those already at or beyond 7 years

·       Pay increases are retroactive (all the different types), not vacation increases

8 - Ratification information

·       Full translation should be available prior to voting; draft with changes should be available sooner

·       Waiting on confirmation from PIPSC that timeline of ~early November is feasible for translation, communications etc

·       Should only take a couple days -a week to get members signed up with PIPSC if they somehow are not getting communications/not members *will note in the poster for AGM

·       3-4 town halls prior to vote, schedule tbd, anyone can attend

9 - L&L

·       Will be scheduled once timeline is more definite- will be discussed via email if falls before next exec meeting

·       Marcel will speak

10 - Q&A on Tentative Agreement

·       PIPSC is supposed to be involved in re-examining the TBS telework policy, not sure what that will look like

·       Language around prohibited grounds of discrimination; conflict management; workforce adjustment; definitions of common-law/family; pay simplification

·       SP table: career development, paid holidays, vacation, part-time

·       Will there be rules about disputing telework? If classification requires you to be present? More likely to be able to dispute if e.g. sick on regular in-office day must make up in-office day ; if in-office day is on a stat must make up; ability to choose different in-office days from those chosen by manager
