PIPSC AFS Group Headquarters Sub-Group AGM

Brian Hassall chaired the meeting and called it to order at 17:30 PM.
1) ROLL CALL AND INTRODUCTION OF EXISTING EXECUTIVE

2) INTRODUCTION OF THE GUESTS
Brian Hassall introduced the invited guests and thanked them for attending. The following invited guests were introduced:
- Doug Mason President, AFS Group
- Allaudin Alibhai ITB/ITS Sub-Group AFS President
- Kalman Estrin President of Ottawa TSO AFS Subgroup
- Terry Sing President of the Retired Members Guild
- Nita Saville Member of the Retired Members Guild
3) ADOPTION OF THE AGENDA
Brian Hassall presented the agenda.
Allan Laaksonen moved that the agenda be adopted and Guy Mercure seconded the motion. All were in favour, and the Agenda was adopted.
4) REVIEW AND APPROVAL OF THE 2015AGM MINUTES
The previous minutes were distributed and reviewed by the members.
A motion to approve the posted minutes of the 2015 AGM was made by Allan Laaksonen. The motion was seconded by Abraham Garcia.
The motion passed and the 2015 minutes were approved.
5) BUSINESS ARISING FROM THE MINUTES
The 2014 Sub Group Bylaws approved at the 2014 AGM were approved by the PIPSC Board of Directors. We will start using the new bylaws.
6) PRESIDENT’S REPORT – Brian Hassall
Brian Hassall acknowledged all the stewards for their contributions during the year. He stated that they are an important asset of the union. Anyone interested in becoming a steward can contact Brian or any member of the executive.
Brian Hassall stated that the subgroup has focused on consultation with management during the previous year to resolve issues without grievances. The main venue for consultation are Union Management Consultation Committees (UMCs). UMCs provide the opportunity for the Sub Group executive to meet the Assistant Commissioners and senior managers in a number of different HQ Branches.
The subgroup has done many events with the Ottawa Centreville Branch. In September the AFS subgroup showed its support to labour by attending the Ottawa Labour Day parade. In addition, the subgroup has supported events such as retirement sessions, Better Together collective coffee breaks, information pickets, and member appreciation events.
Brian mentioned that the AFS Group will resume collective bargaining and Doug Mason will talk about that. There are many issues that the union is facing. On the positive side the AFS group won the volunteer day grievance and CRA did not appeal the decision. Brian stressed the need for members to support the union. Wear the blue buttons provided for visibility and supporting negotiation and to stand together in solidarity to overcome challenges.
7) TREASURER’S REPORT by Zul Nanji AND PRESENTATION of the FINANCIAL STATEMENTS FOR 2015 and the 2017 Budget (for AGM approval):
Zul presented the treasurer’s report and Financial Statements.
It was moved by Zul to approve the 2015 financial statements.
This motion was seconded by Muhammed Alam. The motion passed.
8) BUDGET for 2016 (approved last year)
Zul brought everyone’s attention to the 2016 budget which was approved at the 2015 AGM.
Zul provided copies of the 2016 interim statements for the AFS HQ Subgroup.
9) BUDGET FOR 2017 (next year’s budget for AGM approval)
Zul brought everyone’s attention to the 2017 budget. There was a discussion of some of the items.
It was moved by Zul Nanji to approve the 2017 budget. This motion was seconded by Domingo Chavez. The motion passed.
10) ELECTIONS
Brian Hassall gave control of the election to the election committee: Terry Sing, Jyoti Tanoltra and Allaudin Alibai. The results are as follows:

There was a motion to destroy the ballots by Zul Nanji. The motion was seconded by Art Iwinski. The ballots were destroyed.
Terry Sing gave control of the meeting to Brian Hassall.
Brian Hassall introduced the speaker.
11) SPEAKER Doug Mason President of the AFS Group
Doug Mason discussed various issues affecting members of the AFS Group membership such as bargaining, sick leave, retirement issues, credit checks, and discipline.
12) CLOSING REMARKS
Brian thanked everyone for attending. Abraham Garcia moved to adjourn the AGM. It was seconded by Zul Nanji. The motion passed. The meeting ended at 19:00
