2019 AFS AGM - TORONTO REGIONAL REPRESENTATIVE REPORT

A lot of time and effort continues to be directed towards GTA Modernization, Bargaining, Mobilization and Staffing. Although Management has assured us that no one is moving till 2021 unless they want to, we are still awaiting updates on status of committee formation and the move to St. Clair for our members in Toronto Centre, and those who will eventually move there, in instances where they seek promotions. For many of the promotions, the requirement is to move to end state location.

At Union Management Consultation, both at the Regional and the National Level, we were able to ensure that a proper action plan was in place to deal with the issues of Harassment, Discrimination and civility in the work place. Year after year, the PSES surveys clearly indicate these issues need the attention of the agency.

Staffing and in particular the non-advertised staffing continues to be the most challenging issue, considering the number of retirements in the upcoming years. Various concerns have been brought up to the Local, Regional and National Level.  I encourage the members and stewards to continue monitoring the staffing posters at the internal and external level, and notify the sub group Presidents on any inconsistencies noted.

The Sub-Group President’s and the steward’s from the Region continue to play a critical role dealing with the many other issues facing the Group, including bargaining, performance management and security.

At the Regional and the National level, I have continued to work on the action plans from the Public Service Employee Survey. Thanks for your support during the year.
