AV North Central Vancouver Island (NCVI) Subgroup Meeting

December 5, 2017, 7:30 – 8:30 am

Aquaculture Boardroom, 1965 Island Diesel Way, Nanaimo, BC

Attendance: Executives Bernie Taekema and Monica Walker, Steward Dan Lues and four PIPSC AV members.

Called to order at 7:30 am by B. Taekema.

PIPSC AGM Nov. 17-18, 2017 Update

Dan Leus attended the PIPSC AGM in Gatineau on November 17-18, 2017.  Some highlights of the agenda included:

  •  Keynote Speaker:  Alex Himelfarb, former Clerk of the Privy Council
  • Discussion around the uniqueness of the public service is unique, and how it must always be different from the private sector.
  • President's Opening Address – calling on government to:
    • restore Canada’s public science capacity
    • reduce over-reliance on outsourcing of government services, and
    • ensure the integrity of our tax system.
  • Stewards of the Year (PRA/NWT, ON, BC/Yukon)
  • By-Law Amendments and Resolutions
  • ServicePlus Winners
  • Announcement of Legacy Cup Winner

Dan provided insight into what the Union is doing to address the vast number of issues members are experiencing with the Phoenix Pay System.  In her address, Debi Daviau commented that:

  • The best public service in the world deserves far better than the Phoenix payroll system.
  • We have filed many grievances against the employer – our only legal means of pressuring the government to repair the system and properly compensate all our members who have been harmed or impacted.
  • The President has met with the ministerial working group responsible for fixing Phoenix.
  • Finally, on November 14, President Daviau held a press conference to challenge the government to abandon the Phoenix pay system and replace it with a new system that works – one that’s built by and for public servants.

If you are impacted by issue(s) arising from the Phoenix Payroll System, these are the first steps to address the issue(s):

Action :  The AV NCVI Subgroup Executive will survey its members to assess how many have been impacted by the Phoenix Pay System.  Survey includes:

  1. Has your pay been affected?
  2. Is it currently affected?
  3. Do you consider your case critical? (personal call)
  4. Do you want follow-up from the union?

Action :  The AV NCVI Subgroup Executive will also provide information to its members on the grievance process for addressing critical issues with the Phoenix Pay System.

The AV NCVI Subgroup Annual General Meeting is scheduled to take place on February 7th, 2018 at 1965 Island Diesel Way in Nanaimo.
