Opening Remarks & Introduction:
Anthony Stone opened the meeting at 5:30 pm and welcomed all members in attendance.
Approval of Agenda

Approval of Minutes
- Motion to approve the May 18, 2016 London Branch & London AFS Sub-Group Annual General Meeting minutes moved by Sue Chappell seconded by Chris Christodoulou. Carried

Election Committee Report:
The Elections Committee reported on the recent 2017 elections for both the PIPSC London Branch and the PIPSC London AFS Sub-Group. Each elected member will hold their office for a two-year term commencing on May 30, 2017.

The Elections Committee stated there are two candidates for the position of AFS Sub-Group President: Sue Chappell and Paul Andres. These will be decided by ballot during this meeting.
The Elections Committee also noted the following positions are also open for nominations from the floor:
- AFS Sub-Group Treasurer
- AFS Sub-Group Secretary
- AFS Sub-Group Member-at-Large (2)
The Elections Committee requested nominations from the floor for the above-noted vacant positions. No nominations came from the floor. The Elections Committee noted these positions will be filled by the decision of the AFS Sub-Group Executive in accordance with their By-Laws.
The Elections Committee provided each candidate for the position of AFS Sub-Group President equal time to present their election speech to the members in attendance.

London Branch Report:
(1) Peter Gilkinson, PIPSC Ontario Region Director
Peter Gilkinson, PIPSC Ontario Region Director, provided a brief summary of Ontario Regional issues for the members. He reviewed the proposed Bill C-27 issue and how it will affect members if passed. He reviewed the following issues with the membership: pension plan funding, PIPSC current funding, the Phoenix pay system and the building and office 2.0 issues. He stated he is attempting to have the federal government initiate changes to the government death benefit plan based upon the significant surplus that has accumulated in this plan to date. He also requested members strongly consider attending the Toronto Labour Day Parade in support of PIPSC and other unions. He noted the Toronto Labour Day Parade is a fun day for the family which provides quality exposure to the union.

(3) Treasurer’s Report – Anthony Stone on behalf of Connie Lindsay
Anthony Stone presented on behalf of Connie Lindsay a brief PIPSC London Branch Treasurer’s report for the January 1 to December 31, 2016 period - See Appendix B.
Moved by Anthony Stone and seconded by Sue Chappell that the London Branch Treasurer’s report for the January 1 to December 31, 2016 period be accepted as presented. Carried.
Anthony Stone presented on behalf of Connie Lindsay presented a brief PIPSC London Branch Budget for the 2017 year - See Appendix C.
Moved by Anthony Stone and seconded by Samantha Keller that the PIPSC London Branch Budget for the 2017 year be accepted as presented. Carried.
Anthony Stone presented on behalf of Connie Lindsay presented a brief PIPSC London Branch Budget for the 2018 year - See Appendix D.
Moved by Anthony Stone and seconded by Jackie Stemmler that the PIPSC London Branch Budget for the 2018 year be accepted as presented. Carried.
(4) 2015 London Branch Spirit Award Recipients
“To recognize PIPSC London Branch members who have made significant contributions to the Branch over a period of years.”
This year two recipients were selected:
John Benbow Allison Campbell
Anthony Stone presented a background on the London PIPSC Spirit Award initiative to the membership. He reviewed the significant contributions which each recipient made to the London Branch which precipitated their being selected as a Spirit Award recipient. He allowed both John Benbow and the parents of Allison Campbell to provide a brief acceptance speech relating to this Spirit Award.
(5) London Branch By-Law Resolution
Anthony Stone presented and reviewed with the membership a proposed PIPSC London Branch By-Law Resolution which proposes to extend the terms of office for PIPSC London Branch executive members from two years to three years – Appendix E.
Moved by Anthony Stone and seconded by Sue Chappell that the By-Law Resolution be approved as presented. Carried (2 opposed, 1 abstained)
London AFS Sub-Group Report:
(1) Doug Mason, PIPSC AFS Group President
Doug Mason presented a brief summary of union issues affecting the AFS membership. He also presented a brief summary of contract negotiations and of bargaining issues which have not been resolved to date.
(2) Shawn Gillis – PIPSC AFS Sub-Group Ontario Representative
Shawn Gillis presented a brief summary of the sick leave issue and other various union issues currently affecting the AFS Sub-Group. He updated members on some preliminary bargaining issues which may form part of the next round of bargaining once the current round of contract negotiations has been completed.
(3) London AFS Sub-Group Report – Sue Chappell
A detailed PIPSC London AFS Sub-Group Report was presented by Sue Chappell – See Appendix F.
(4) Treasurer’s Report – Dan Ryckman
Dan Ryckman presented a brief PIPSC London AFS Sub-Group Treasurer’s report for the January 1 to December 31, 2016 period - See Appendix G.
Moved by Dan Ryckman and seconded by Anthony Stone that the London AFS Sub-Group Treasurer’s report for the January 1 to December 31, 2016 period be accepted as presented. Carried.
Dan Ryckman presented a brief PIPSC London AFS Sub-Group budget for the 2018 year - See Appendix H
Moved by Dan Ryckman and seconded by John Benbow that the PIPSC London AFS Sub-Group Budget for the 2017 year be accepted as presented. Carried.

(5) London AFS Sub-Group By-Law Resolution
Sue Chappell presented and reviewed with the membership a proposed PIPSC London AFS Sub-Group By-Law Resolution which proposes to extend the terms of office for PIPSC London AFS Sub-Group executive members from two years to three years – Appendix I.
Moved by Sue Chappell and seconded by Irene Michalchuck that the By-Law Resolution be approved as presented. Carried (1 opposed, 1 abstained)
Election Committee Update:
The Elections Committee reported to members in attendance that the results of the election for the London PIPSC AFS Sub-Group President had been counted and verified. Paul Andres has been elected as the London AFS Sub-Group President for a two year term staring on May 30, 2017. The Elections Committee thanked both candidates in this election for their past commitments to both PIPSC and the London union membership.
Moved by Anthony Stone and seconded by Margaret Jeffrey that the ballots be held for a period of thirty days from May 30, 2017 and then destroyed thereafter. Carried.
Members’ Forum:
Anthony Stone noted the membership attending this London PIPSC annual general meeting has contributed over $ 300 to the Canadian Mental Health Association on behalf of the late Allison Campbell.
Anthony Stone briefly addressed some union issues raised by the membership in this open forum.

- Several Branch stewards attended the Ontario Region Labour School.

- Branch members and stewards participate in the CRA London TSO golf tournament. London
Branch provides several PIPSC Better Together promotional products for prizes.
July 2016
– Branch President represents PIPSC in London Pride Parade alongside our brothers and sisters in PSAC.
September 2016
- London Branch and AFS Subgroup Executives and Stewards participate in London PSAC/UTE Labour Day member BBQ at London Federal Building. PIPSC “chips” handed out.
- Branch Executive members and Stewards attend the London-Middlesex United Way Harvest Lunch to support the launch of the UW fundraising campaign.
- Branch Stewards attended the Ontario Region Stewards’ Council.
November 2016
- Branch sponsors and participates in an EAP Wellness Fair for London Federal employees held at the London Federal Building.
- PIPSC London Branch members along with our brothers & sisters in Union of Taxation Employees located at the London TSO of CRA, participate in the United Way Stair climb.
- PIPSC National AGM, Gatineau, Quebec – Delegates – Anthony Stone, Branch President, Doug Mason - AFS Group President
- Our Branch hosted a Better Together social event at Fleetway Bowling in London for our members and their families. Activities included bowling, rock climbing, mini-putt. Lunch, beverages and ice cream treats provided.
December 2016
- Branch and AFS subgroup donate gift baskets for the CRACC silent auction.
- Branch/ EAP committee/UTE/CEUDA distribute chocolates with the EAP holiday message at the various Christmas lunches held within the workplace units.
January 2017
- United Way Labour appreciation night hosted by the London-Middlesex UW. Branch President, Anthony Stone represented PIPSC. Also, attending were UTE London and PSAC London Area Council
February 2017
London Branch hosts a members’ family social event by renting a suite at Budweiser Gardens for a London Knights OHL hockey game. Dinner of pizza, snack foods and cupcakes provided by the Branch. Members paid for the tickets.
April 2017

“That the annual allotment given to each PIPSC constituent body by PIPSC, be increased proportionately on an annual basis by any dues increases amount or (%) as passed by a PIPSC National Annual General Meeting.”

Appendix I
Bylaw Resolution for 2017 London AFS AGM
Whereas the London AFS Sub-group bylaws currently provide for terms of office of two (2) years,
and whereas PIPSC bylaws allow for sub-groups to have terms of office of three (3) years,
and whereas a three year term would allow for the more efficient functioning of the London AFS Sub-group and its annual general meeting,
Be it resolved that London AFS Sub-group bylaw 6.2 be revised as follows:
Current wording:
6.2 Term of Office The term of office shall be two (2) years.
Proposed wording:
6.2 Term of Office The term of office shall be three (3) years beginning with officers elected in 2018.
