1. Carl called meeting into session at 6:15pm with quorum of 6. Motion to approve Agenda (m/s Jean/Charles)

2. Motion to approve Minutes from November 28, 2017 (m/s Carl/Tamas)

3. Treasurer's Report (Tamas)

  • Financials for 2017, budget for 2018 and 2019
        • Tamas to confirm with Finance if will be clawback based on year-end balance
  • Revisions to motions approved last meeting
        • Cancel motion to approve purchase of a rally tent, as was provided by region to our branch (m/s Carl/Tamas)

4. Review action items from last meeting

  • Carl to buy 8 PIPSC polo shirts for NCVI executive to wear at events - complete
  • Tamas to send out invitation to movie - complete
  • JM/NL to consider science speakers for AGM. - complete
  • Bill to look into booth at Ladysmith Labour Day event - deferred
  • Nick to buy rally tent - no longer required
  • CC to take issue of members who transfer in from military being considered as group 2 pension, when service started prior to 2012 to both Rob MacDonald and to PIPSC VP Steve Hindle and to joint consultations table. - complete
  • Branch facebook page - deferred

5. Standing items

  • Phoenix update (all) - continuing terrible issue affecting many members.
  • Jan 14 branch movie debrief - successful event, well attended, Rob McDonald speech appreciated, considering doing similar event again
  • Branch AGM May 17
    • Science speakers - Dr. Kristi Miller booked
    • Volunteers for
      • Send invitations for AGM - Jennifer (3 weeks ahead and one week ahead reminder)

      • Motion that dues increases to require all-member vote instead of attending members at the national AGM - discussed and abandoned

      • Increase linkage with PSAC for more regular updates - Nick to contact Richard May
      • March for Science (TBC April 14 2018) - Unaware if will be event in Victoria. Nick to ask SP subgroup
      • Labour Day, September 3 in Ladysmith - deferred

        • Kin Beach, softball - deferred

        • Labour day event in Ladysmith, Bill to look into booth space.
        • Branch facebook page considered. Deferred to next meeting.
      • New stewards? No new stewards coming online at this time. Executives to recruit. Linnea no longer a steward. Stewards are departmental, can represent any group.

6. Debrief on past meetings / events

  • Regional executive training on Dec 2 - Tamas attended
  • Regional council exec news, branch items for regional council meeting in June - youth focus
  • CS news - employee wellness plan (ie, replacement for sick leave) negotiations are proceeding, and PIPSC will be consulting with members on next steps.
  • SP news - AGM delayed, Nick to discuss coordinating timing to avoid our branch AGM date
  • AV news - bargaining committee formed, negotiations on supporting members experiencing domestic violence continuing,

7. Upcoming training courses/meetings

    • Advanced steward training April 11 – 14, 2018 in Victoria
    • Steward basic training in May 2018 Richmond
    • BC/YK regional council in June 1, 2 2018 Whistler - Nick, Tamas and Jennifer to attend, alternates are Bill, Brian Clancey and Bernie Taekema
    • Steward council October 19-20, 2018 in Vancouver
  • National AGM in November 2018 in Ottawa - election year

9. Next executive meeting: After regional council on June 1. May have teleconference early May to coordinate AGM
