OSFI Bargaining Update # 5 – Bargaining Begins!

Your PIPSC Bargaining Team and the Employer exchanged proposals on April 15, 2019.  The PIPSC Team submitted a comprehensive package of proposals, seeking to address the issues and concerns identified by members in our bargaining survey, member focus groups and consultations with PIPSC Employment Relations Officers. Based on the priorities identified by the membership, our proposals include improvements to vacation, leave provisions, and improvements to the performance pay system.

Your Bargaining Team met on April 17, 2019 with the employer for the first day of bargaining.  We agreed to respect confidentiality for all items discussed during negotiations.  This is customary and necessary to establish open dialogue and effective negotiations. While we cannot discuss specifics of the discussions with the Employer, we will provide regular updates on progress.

The PIPSC Team’s pay proposal was presented during this first session. This approach was motivated by your strong message to ensure a timely settlement and fair wage increase.  In addition to a general economic increase, we are seeking enhancements to the performance pay rates across all classifications.

Once translated, the full package of PIPSC and Employer proposal documents will be posted on the PIPSC web site for the information of all members.

Your team is committed to seeking a fair and timely settlement which recognizes the important contributions of all PIPSC members.  With this goal in mind, we are making every effort to conclude this round of negotiations before the election writ is dropped in August or early September, to avoid delays into 2020 or later. Additional meeting dates for bargaining have been scheduled with the Employer for June 10 & 11, July 2 & 3, and July 23 to 25, 2019. 

The outcome of our negotiations will be influenced by the outcome of Central Negotiations between PIPSC Treasury Board groups and Treasury Board.  Common issues that PIPSC has presented at the central table include: pay rules, family leave, workplace harassment, Family Day, duration of agreement and general economic increase.
