Opening Remarks and President’s Report

The President spoke to the members and opened the meeting. Since the last meeting, which took place 3 years ago, a new executive group is in place.

Treasurer’s Report

The treasurer presented the financial report.

Elections Chair: Manfouss Lawani

Vice President position (1 year)

Manfouss received one nomination for the position.

Alexandre Picotte was elected by acclamation.

Secretary position (1 year)

Manfouss received one nomination for the position.

Sébastien Dufort was elected by acclamation.

Director position (1 year)

Manfouss did not receive any nominations for the position.

Jérémy Bernard was elected by acclamation.

 

Guest Speakers: Patrick Sioui, Acting Regional Representative of the AFS Group

This morning he had a meeting with the Deputy Commissioner regarding the return to the office and the official languages.

In the Quebec Region, it is possible to hold a satellite position. Travel expenses are not included.

Shawinigan: Parking at the NCTR is attractive because there is a place for everyone, according to Mark Quilan (Deputy Commissioner, Quebec Region). In all the centres in Quebec, the busiest day is Tuesday. There is a voluntary way to change the issue related to Tuesday. Senior management will have to make a choice. If an employee is imposed, there is a possible remedy at the union level based on one or more of the criteria put in place. Each employee must be vigilant when a decision is made in their regard.

 

The Trois-Rivières site is at 350% of its planned capacity.

Telework is currently on the back burner. However, it is still within the realm of possibility and it is a hot topic at the bargaining table. We are hopeful that telecommuting will be added to the next collective agreement.

 

Bargaining: Bargaining Round from March 6 to 9, 2023

Topics proposed to the employer.

The employer wanted a reduction in our wage agreement.

The next round of bargaining will take place from April 16 to 18, 2023. PIPSC will submit its wage agreement to the employer. It is based on that of the UTE and on the research done by the PIPSC expert. The UTE requested 8.5%. In Quebec, the current inflation rate is 6.9%.

Will the FLEX System be included in the next collective agreement? Yes, but we will not comment at this time as negotiations will continue. The FLEX System will stay in Quebec.

 

Approval of the 2024 Budget

Treasurer Mawuko Kelebou moved to approve the Budget for 2024.
