The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires an Education Officer for a six (6) month term for its National Office in Ottawa.

What can I expect to do in this role?

Under the direction of the Director, Member Services, and the supervision of the Team Lead Education and PIPSC Connect (EPC), the Education Officer is responsible for designing and implementing the Institute's national education program for internal and external clients. The Education Officer plays a multifaceted role in promoting educational excellence and fostering a culture of lifelong learning within the Institute and its membership.

Primary responsibilities:

  • Conceptualize, create, design, develop, produce, deliver and facilitate training and develop programs, materials and modules, both in e-learning and workshop formats.
  • Design activities including development of program vision, training strategies and methodology, course content and learning objectives.  
  • Conduct research to develop training and education content including liaising with internal and external parties.  Develop program and course materials.
  • Collaborate with online developer to develop and maintain the e-learning platform.
  • Plan, organize, coordinate, and monitor multi-level and/or issue specific education programs.
  • Develop feedback and learning assessment mechanisms and participate in on-going evaluation of education modules and material, review course content, and amend as required. Monitor and review the progress of trainees.
  • Develop and recommend training program budgetary and expenditure proposals for approval.
  • Advise the Director on education and training matters including the preparation of options and recommendations to address issues that arise.
  • Design and develop electronic information sharing techniques.
  • Design and develop content for articles, booklets, pamphlets and fact sheets suitable for print and the Web, and respond to queries from internal and external clients about the education program.
  • Keep abreast of adult learning techniques, on-line learning technology and strategies, and relevant issues affecting labour relations and other terms and conditions of employment.
  • Participate in multi-disciplinary teams assigned to special projects, or Institute Committees as assigned, and work collaboratively with others.

Knowledge and Experience Requirements 

Education / Experience: 

  • Post secondary degree in a teacher education or related program, combined with a strong background in labour relations
  • Three (3) to five (5) years of progressive and related experience in adult education and labour relations, or
  • An equivalent combination of education and experience.

Language requirement:

  • Fluency in both French and English is required.

Skills and experience required:

  • Thorough knowledge of current principles and trends of adult education
  • Thorough knowledge of current principles and trends of e-learning
  • Knowledge of the Professional Institute’s organization, structure, and relevant issues
  • Must have knowledge of any LMS (learning management system), ideally Canvas
  • Ability to assess training needs,  prepare learning aids, develop and deliver training modules
  • Ability to develop and implement various learning programs
  • Ability to work in cooperation with others
  • Ability to enlist the support of various facilitators, staff, and union officials
  • Skilled presentation techniques
  • Strong writing and editing skills

Compensation Package

  • Salary Range: $96,587 to $120,734 (G6)
  • Group Benefits (Health, Dental)
  • Vacation (4 weeks/year) and other generous paid leave
  • Paid time off from December 27th to 31st

Note 

Preference will be granted in accordance with the Collective Agreement for the IAM local 3011 bargaining unit.
