Essential Services Report for the 2018 AFS AFM
As per the changes implemented by the Trudeau Government, the AFS Group was able to re-visit the Essential Services Agreement to be more reflective of the work that was essential.
Subsection 4(1) of the PSLRA defines an "essential service" as "a service, facility or activity of the Government of Canada that is or will be, at any time, necessary for the safety or security of the public or a segment of the public". Services should be identified as essential where there are reasonable grounds for accepting the probability, or even the possibility, that human life or public safety would suffer if a work stoppage interrupted the duties of these employees. It should be noted that positions where occupants are to be available during their off-duty hours to report to work without delay to perform the essential services are also included.
Prior to the completion of bargaining in September 2017, the AFS Essential Services Team along with JP Leduc (PIPSC) met with CRA to finalise the Essential Positions. We are happy to say that there was a significant reduction in the number of CS positions that are deemed essential nationally.
We will meet with CRA for a review prior to the start of bargaining for the next collective agree. We do not anticipate any changes at this time.
