Matthew Zahalan

I am honored to put my name forward for Member-at-Large with the Professional Institute of the Public Service of Canada (PIPSC). With over a decade of experience in business analysis, project management, and digital transformation, I bring a wealth of expertise in enterprise solutions, workforce modernization, and technology-driven policy development. My career has been dedicated to ensuring secure, efficient, and future-proof public service operations, and I am eager to bring my skills to advocate for PIPSC members at every level.

I have 10+ years of experience as a Business Analyst and 8+ years as a Project Manager, specializing in human capital management (HCM), IT implementations, and enterprise solutions. My background in cybersecurity, AI, and machine learning (ML) initiatives has allowed me to lead major projects that enhance operational efficiency and modernize government systems.

Currently serving as a Business Architect for the NextGen HR to Pay project at PSPC, I play a critical role in shaping the future of HR and payroll systems for the Government of Canada. I am responsible for evaluating new technologies, managing enterprise architecture frameworks, and leading AI-driven transformation efforts. Prior to this, I served as a Project Manager for Enterprise Pay Coordination, where I led AI and ML-based pay solutions to streamline public sector payroll operations.

My career highlights include:

Modernizing Pay & HR Systems – Led key initiatives for the Phoenix Pay System, PeopleSoft 9.2 Upgrade, and AI-based HR transformation projects.
Business Analysis & Cybersecurity – Specialized in data strategy, risk assessment, and IT infrastructure security, ensuring compliance with regulatory standards and best practices.
Enterprise Software & Digital Transformation – Implemented Ceridian Dayforce, Microsoft Dynamics 365 Business Central, and Oracle PeopleSoft, driving efficiency and automation.
Public Sector Advocacy & Leadership – Worked directly with senior government officials, executives, and stakeholders to influence policy decisions and improve public service operations.

My career has shown me firsthand how technological changes, policy shifts, and workplace transformations impact public servants, and I am dedicated to ensuring that PIPSC members have a voice in these critical discussions.

My experience leading large-scale government projects, negotiating with vendors, and working across multiple sectors has prepared me to be a strong, strategic, and results-driven advocate for PIPSC members. I am ready to champion your rights, support fair policies, and push for meaningful workplace improvements.

I would be honored to receive your support in this election.
