Elie Francis - Biography

Dear Colleagues,

To those who recently joined – welcome to our family, and congratulations! And to longtime colleagues – we’ve shared many experiences and witnessed change together at NAV.

Today, I’m excited to announce my candidacy for President of the PIPSC NAV CANADA group.

I’m Elie Francis, a Senior Software Developer/Team Lead in the Canadian Air Traffic Control System. Over the years, I’ve built strong working relationships with colleagues across various groups and bargaining units, including CATCA, CANSA, and IBEW.

I’ve proudly served as your Group Executive Secretary and bargaining team member for nearly 10 years —bringing your concerns to the forefront, advocating persistently, and standing firm even when the tide was against us.

As your seasoned Union Steward, I’ve worked tirelessly to resolve workplace issues while fostering respectful, open relationship with Labor Relations, HR, and management—always standing up for fairness and justice.

Protecting your rights, upholding our Collective Agreement, fair contract negotiations, supporting new members’ integration, and work-life balance are my top priorities. A happy, supported employee is the foundation of a thriving workplace—and a leading employer in Canada.
