David John Gartley

I have been a PIPSC member in good standing since 2008. I retired from the Public Service on February 6, 2023, at which time I was a senior National IT Project Manager with Shared Services Canada, working on the National Defence Portfolio for the past 5yrs of my career.

Prior to that I was a Network Administrator with DFO (Canadian Hydrographic Service for 20yrs), and a senior IT Project Manager with National Defence for 10yrs.

During my time at DND I volunteered to serve on the PIPSC Vancouver Island Chapter Executive as Vice President.
At same time I co-ordinated all social functions for a unit of 250 personnel, and coached sport teams for the base and community.

Apart from the Public Service, I have initiated, owned and operated three private companies from 1975 through to 2017, primarily while employed by the Public Service.

I have been president of many outside government non-profit, public based organizations and sporting organizations.

I have not been deeply involved in our Union’s activities throughout my career, but I feel I can now pay back and greatly contribute. I have skills in building successful project teams, completing projects on-time and on-budget, developing and monitoring business based initiatives and budgets, and most importantly maintaining coherence within teams I am responsible for, or a member of. I can be both a team player and leader.

I am familiar with the PIPSC Constitution and bylaws, challenges faced and operational goals of the institution for the betterment of their membership.

If the experience and qualities I posses are a good fit for a PIPSC Member at Large position, I would be pleased to offer my time and services.
