    The PIPSC National Elections Committee is conducting the 2025 AFS Group elections for the National AFS Group Executive.

The AFS Group Annual General Meeting will be held on Saturday, June 14, 2025, at the
Hilton Lac Leamy (virtual and in-person).  The AFS Group By-Laws provide for ninety-
four (94) delegates including the twelve (12) members of the AFS Group Executive. The

    AFS members facing a layoff with at least 1 year of continuous service with the Agency should file a grievance demanding that they receive severance, per Article 19 of the AFS Collective Agreement.

    In direct violation of our AFS Collective Agreement, CRA has stopped paying CPA Canada dues for Ontario and Quebec CPA members.

    Work to develop and implement a pay equity plan at the Canada Revenue Agency (CRA) continues with representatives of other unions and non-unionized employees. The working spirit is collaborative and proactive.

    The AFS Executive is disheartened by CRA management’s decision to lay off almost 600 term employees just before the holidays. AFS term employees who have been with the Agency for more than 1 year are entitled to a minimum of 2 weeks severance pay on layoff.

    It is with great sadness that we learned the news of the passing of Edward (Ed) Evashuk. Ed was a longtime member of the AFS Southern Alberta Subgroup, and staunch Union activist.

    With the recent election of Shawn Gillis as our AFS Vice-President, the position of Ontario Region AFS Representative becomes vacant on July 1, 2024.

On June 8, 2024, our AFS Group held its Annual General Meeting (AGM). The AGM is the supreme governing body of our AFS Group and our AGM delegates represent over 17,000 AFS members working at the CRA from coast to coast.

    Work to develop and implement a proactive Pay Equity Plan at the Canada Revenue Agency (CRA) has been ongoing, and committee members have been spending multiple days per week with UTE, PSAC, Unrepresented, and employer representatives to complete a Pay Equity Plan.

    The AFS Group Annual General Meeting will be held on Saturday, June 8, 2024, at the Delta Ottawa City Centre (virtual and in-person).  The AFS Group By-Laws provide for ninety-three (93) delegates including the eleven (11) members of the AFS Group Executive.

    I met with CRA Commissioner Bob Hamilton on May 2nd, along with UTE President Marc Brière. While I can’t say that I was surprised by the outcome, it is still disappointing.

    The AFS Group is pleased to announce that our members have voted to accept the tentative agreement reached with CRA on September 16, 2023.
 
We anticipate signing our new collective agreement on December 14th, following management completing their ratification process.

    It is with great sadness that we announce that Paul Skinner passed away peacefully on September 2, 2023, at age 68. Paul was surrounded by family including his wife Anna, and daughters Marena and Melanie.

    We are sad to share that, after a courageous battle against cancer, Joel Reisman passed away peacefully on September 19, 2023, surrounded by immediate family. Joel was a husband, father, grandfather, uncle, and brother.  Joel was also a beloved member of our union family.

Your AFS Bargaining Team met with the employer July 19 – 21 to continue negotiations to renew our collective agreement. Our next set of bargaining dates are scheduled for September 13 – 15.
