  1. Opening remarks:
  2. Adoption of the agenda: No one had anything to add to the agenda. Ngatiré moved to adopt the agenda. John seconded the motion.
  3. AGM for the AFS Montreal Sub-Group and Branch
    • Reminder: Everyone agreed that we should send a reminder for the AGM, February 16, 2023. To date only 27 participants have confirmed attendance at the AGM. We expected 60 participants. No limit of participants was given for the dinner. Notify the Criminal Investigations Sub-Group and make sure they get the invitation for the Montreal-Centre Branch.
    • Guests: Patrick Sioui confirmed that Jennifer Carr (PIPSC President) will be present. Pierre Potvin (Director of the Quebec region) and Jean Couillard (Regional Representative). Invite Steve Parent (was regional representative for 10 years before Jean Couillard). Invite Valérie Charest and Renée Léger (Labour Relations Officer for the Region of Montreal).
    • Equipment: The AGM will be virtual.
      • An HD camera will be provided by Michel, and Ngartiré will bring a second camera.
      • John will bring a tripod.
      • Patrick will ask Pierre Morin to lend us a projector (will project on the wall). Patrick can also borrow from Montreal TSO or Pierre Potvin, Quebec Region Director.
      • Michel will bring 2 microphones and a laptop.
      • Steve will send a photo of speakers to Michel if it doesn’t work, and Patrick will buy a speaker.
      • Michel will bring the mixer.
      • For the raffle: Gift cards from the SAQ (6 cards), maximum $50 per card. Ngatiré will purchase the cards. Patrick will bring stuff from the Montreal TSO to give as gifts. John will bring the tokens and the cards.
    • Organization: AGM
    • Report of the President
      • (The report will be with respect to the Branch and the Sub-Group). Patrick will write it and send it to the Executive on Monday and we will review it. Then Patrick will send it to Jenn Carr and Jean Couillard, so they could add their comments.
      • The new members of the Executive are filling vacant positions, and we will do a motion that the Executive is accepted. We are not in an election year.  Next year is an election year.
      • The VP of the Sub-Group is Ronald. The VP of the Montreal-Centre Branch is Michel. Luke is the Treasurer of the Montreal-Centre Branch and the Sub-Group.
      • Steve will draft the minutes of the AGM.
      • One of the new members (Ngatiré) of the Executive should do a speech on why she joined the Executive of the Union (5–10 minutes).
    • PowerPoint presentation: Patrick will send it Monday or Tuesday to the Executive for comments.
  4. E/F of the Branch: F/S of the Branch.  The Sub-Group has $1,800; the Branch has $5,500.
  5. Returning to the office: The Director (Chantale Tourigny) sent an email today saying she is unsure what the terms will be for returning to the office.
    • eConcierge – Update: eConcierge is obligatory; however, there are technical problems with the eConcierge system, official language issues (Patrick filed a complaint with Official Languages because there are English terms used in the French version). If you find English terms in the French version, Patrick encourages you to file a complaint with the Official Languages Office. CRA is working hard to fix the issues and hired two new Francophones, one of whom is a linguist, to work on the language issues in eConcierge, as a result of the complaints filed by the Union. No training was offered to the employees on how to use the eConcierge system, and CRA agreed that training would be offered.
      • Someone from Labour Relations should speak at the AGM about the employer’s refusal to provide a safe workplace (in the event the employee reserves a spot on eConcierge and arrives at the office and no place is available).
    • My complaints to OL (Official Languages) about the eConcierge system.
    • Other complaints: Yes.

  1. Varia:  Invite Renée Léger, Labour Relations, to discuss the return to work and answer questions from the employees at the AGM.
