The RCMP Pay Equity Committee continues to make progress toward developing the RCMP’s pay equity plan.

Extension Request Submitted

As members may recall, on July 5, 2024, the Pay Equity Commissioner granted the Treasury Board Secretariat (TBS) an extension until February 28, 2026, to post the RCMP Pay Equity Plan. A further extension request has now been submitted until February 28, 2029.

Some members have expressed concern regarding the employer’s recent communication, which suggests that if the Pay Equity Commissioner grants the extension, pay equity salary adjustments would take effect as of the new posting date. Please be assured that the Pay Equity Act is clear (section 62): where pay equity adjustments are owed, they will be payable retroactively, with interest, effective September 3, 2024. In practical terms, if you occupied a position in a female-predominant job class at any time between September 3, 2024, and the date pay equity adjustments are implemented, you will be entitled to any applicable adjustments, regardless of the final posting date of the pay equity plan.

Progress

The committee continues to work diligently on the development of the job evaluation tool, which is one of the most important components of the pay equity process. Because the tool must be capable of evaluating all RCMP job classes, including predominantly female and predominantly male job classes, the consultation, validation, and testing process is extensive and complex. This work forms the foundation of the entire pay equity plan. The job evaluation tool will be used to assess and compare the value of work performed in predominantly female and predominantly male job classes in order to determine whether gender-based pay gaps exist and whether compensation adjustments are required.

The Pay Equity Committee remains committed to this work and continues to advocate for a robust, transparent, and equitable process that achieves meaningful pay equity outcomes for RCMP employees.
