The work of NAV Canada's Pay Equity Committee (PEC) has slowed since spring 2025, and deadlines will not be met.

On 22 August 2025, the PEC requested an extension from the Office of the Pay Equity Commissioner in order to legally continue its work. The Office confirmed that the deadline for completing the pay equity plan at NAV Canada had been extended to 30 June 2026.

These additional delays are due to difficulties encountered in using the pay comparison methods found in the Pay Equity Act.

Representatives of the employer and union therefore met with officials from the Office of the Pay Equity Commissioner on 12 December 2025 to discuss the issues encountered, receive guidance and be able to finalise NAV Canada's pay equity plan.

The parties did not receive the expected guidance and agreed to meet in early 2026 to develop a comparison method specific to NAV Canada that complies with the spirit of the Act, which will be submitted to the committee for discussion and approval.

As a reminder, any compensation paid at the end of the pay equity process will be calculated from September 4, 2024, with retroactive interest.
