Welcome address and report by the president of the Shawinigan AFS subgroup

The president addressed the members and called the meeting to order.

Report of the subgroup president

Points included in the report of the subgroup president concerning:

  • SOS: The decision regarding the policy grievance was denied. Therefore, everything that follows is automatically rejected.
  • Categorical refusal regarding the increase in dues.
  • An agreement regarding the budget increase has been reached / has not yet been received.
  • Back to the office three days a week.
  • Negotiations will begin shortly. Stay tuned.
  • No activities have been planned, just the AGM and the purchase of promotional items and gifts for the guests.

Amendment of our Bylaws:

5.3.1 Discretionary spending: The subgroup’s executive has a discretionary amount of $500 $200 from the annual budget to promote the Institute’s visibility at events in which members of the constituent body are expected to participate.

6.3 Term of office: The term of office for members of the executive shall be two (2) years, except at the first election, when half of the members shall be elected for two (2) years and the other half for one (1) year.

The term of office for executive members is three (3) years, with half being elected in a given year and the other half the following year. There are no elections in years divisible by three.

Message from Jean

Jean Couillard welcomed the AGM participants and apologized for his absence due to personal reasons. He highlighted the move to a new office in Shawinigan, noting that adjustments are often necessary in a new building, and encouraged employees to report any health and safety issues. He informed us that no CS employees were affected by the WFA in the spring of 2026, although several employees were affected nationwide. He also spoke to us about the growing importance of artificial intelligence, while noting that the union is committed to protecting its members. He mentioned a lack of communication from management, particularly regarding the RTO, and encouraged employees to stay informed through union communications. Finally, he thanked the executive, particularly Manfouss, and emphasized the importance of members’ engagement in a context of budget constraints.

Frédéric Turso (Institute Employment Relations Officer)

Frédéric discussed reasonable accommodations with the guests and clarified the issue by providing several examples from conferences.

Michel Tobal (Regional Director of the CS Group)

Michel discussed important issues regarding the future of AFS members (AI, etc.). He provided relevant information about the PIPSC website.
