CP Bargaining Update: Initial Proposals Exchanged

The week of August 24 marked the beginning of this round of bargaining for the CP Group. After two days of preparation at PIPSC Headquarters, your Bargaining Team met with Treasury Board representatives in Ottawa on August 26 and 27.

Initial proposals exchanged

On August 26, the parties formally exchanged their initial non-pay proposals, which address issues that aren’t related to rates of pay.

The teams presented their proposals, reviewed the changes the other side sought, and discussed questions and the rationale behind the proposed changes.

The CP Group’s proposals were developed based on priorities identified through PIPSC’s general and CP Group-specific member surveys, as well as discussions at the CP Group Bargaining Conference held in February 2026.

Common issues

Several issues affecting multiple PIPSC bargaining groups are also being discussed at the Common Issues Table.

Any language developed through these discussions will be shared with the affected Bargaining Groups. Each group will then determine whether to incorporate it into its proposals.

As a result, the CP Group’s Book of Proposals includes placeholders for proposals that are still being developed or may come from the Common Issues Table. Members will be updated once these proposals are finalized.

Monetary proposals

PIPSC has requested data from the Employer to support the development of our monetary proposals, including proposed wage increases.

The Bargaining Team is working with PIPSC’s research staff and Chief Economist to analyze relevant data, including:

  • Cost-of-living changes
  • Wage trends
  • Salary comparisons with similar classifications and positions in the broader public and private sectors

Monetary proposals will be presented later in the negotiations.

What’s next

The parties will continue to review and discuss the proposals exchanged.

The next bargaining sessions with Treasury Board are scheduled for the weeks of October 26, 2026, and January 25, 2027.
