| Report of the President Bryan provided the written Report of the President on behalf of President, Tanya Evans, which is attached to these minutes. Information was shared about sub-group activities over the past year as well as an overview of the sub-group membership. Members were encouraged to read proposals for upcoming PIPSC National AGM meeting. The Executive welcomes feedback on how the AGM has been held, including preferred location. Bryan also expressed his appreciation to all the members of the sub-group executive. Motion to accept the Report of the President: M/S/Carried. |
| Annual Financial Report Prior to the start of the meeting, AGM participants were provided copies of the following financial documents prepared by Vancouver SP Sub-Group Treasurer Tim Powers “Vancouver SP Sub-Group, Financial Statement – 2025”“Vancouver SP Sub-Group, 2026 Budget” Tim described the financial report and went over financial expenditures from the previous year, including sources of funds and potential expenses for 2026. Motion to accept the Financial Statement – December 2, 2025: M/S/Carried. Motion to accept the 2026 Budget: M/S/Carried. A second call for nominations for the Sub Group Executive Elections was subsequently made. The following individuals were nominated from the floor of the AGM: Lola Bryson At this time, a first prize draw was conducted for AGM attendees for eGift cards and union merchandise. |
| By-law Amendment Proposed by-law amendment was shared with members ahead of the AGM. Per By-Law 8.1.1, the Branch Executive is recommending the Branch AGM approve the following addition to the Branch By-Laws. 7.4 Following the election, at their first executive meeting, the elected Branch Executive members shall determine among themselves who will fill the roles of President, Vice-President, Secretary, and Treasurer. | Guest Speaker – Ira Hill, Prairies/NWT Regional Representative & Delegate Coordinator, SP Group Executive Ira provided information about her background and introduction to the public service. She also provided updates from the bargaining survey, noted the upcoming bargaining conference in January, provided an overview of what is bargainable, and discussed RTO and WFA. Following speech, attendees discussed RTO, length of work week, differences between binding arbitration and striking, how to show support for bargaining agents, among other topics. At this time, the Chair of the Elections Committee, Tim Powers, made the third and final call for nominations for the Sub Group Executive Elections. | Report of the Elections Committee Tim Powers, Chair, provided the report of the Elections Committee. A total of five (5) positions are open for elections currently. Four (4) positions are for a two-year term and one (1) is for a one-year term. A total of two (2) nominations were received in advance of tonight’s AGM. The candidates are in good standing. Philip BarthaBryan Chen The following members were nominated from the floor of the AGM (December 2025). Both candidates are in good standing. A total of 3 calls for nominations were held during the AGM. Lola BrysonMarianne Quat As only four (4) nominations have been received for the five positions, the above four candidates were deemed acclaimed at this time. | SP Vancouver Sub Group Annual Report to the AGM – December 2025 We hope that the members of our Subgroup have had a good year and enjoyed engaging in local events and activities. These are a few of the events that we hosted or collaborated on this year: Virtual Lunch & Learn: Understanding and Maximizing your Leave – April 2, 2025Movie Morning: Lilo and Stitch. Co-hosted with the Vancouver IT Sub-Group – May 24, 2025National Public Service Week (NPSW): Burnaby Health Canada – Pizza, Surrey RCMP EHQ – Bubble Tea (June 2025)Pizza & Bowling Event: Burnaby. Co-hosted with BC-Yukon Young Professionals Committee – July 10, 2025Labour Day: Edmonds Park, Burnaby – September 1, 2025Pride Parades/Events: Vancouver & Ladner – Summer 2025 Pizza & Board Game Night / Bargaining Survey Info: Vancouver – October 28, 2025. SP Bargaining Survey Contest: Closes November 10, 2025. Discord Launch Online Trivia Event: Co-hosted with the Surrey-White Rock Branch and the BC/Yukon Young Professionals Committee – November 26, 2025. We have also held five meetings (two in-person and four on-line) of the executive since the last AGM. Our last AGM was held on Thursday, October 17, 2024 at the Grande Villa Burnaby and virtually on-line via Zoom. Events, information regarding your sub-group and contact information can be found on the PIPSC website: https://pipsc.ca/groups/sp/subgroups/sp-vancouver Sub-Group Overview 2024 2025 Regular Members 413 421 Rand 26 30 Retired 13 10 Stewards 4 6 Some of the Departments which are represented within our Sub Group are Health, Environment and Climate Change, Fisheries and Oceans, Natural Resources, Transport, CBSA, Public Health Agency, RCMP, Indigenous Services, and Public Services and Procurement Canada. While we have added two new stewards this year (myself included), we are still below what is needed to support our members and protect our workplaces. Ideally, we would like at least one Steward in each of our twenty-six plus workplaces. If anyone is interested in becoming a Steward, please check out the PIPSC website and / or talk to one of the Executive Members, we would be happy to support you. As a thanks for volunteering your time on behalf of the union and its members, there are opportunities to participate in training, travel, and network with other stewards/members; including a yearly Steward Council. I would like to thank all of the members of our executive who have worked very hard to organize events and reach out to our members. A special thank you to Philip who did a huge chunk of the heavy lifting for the social events, along with Tanya and Rob for making the helpful lunch & learn and movie day possible! Please know there is a lot of work that goes on behind the scenes to plan events, find the funds, coordinate with other groups and get the message out to you! My gratitude and pleasure to work with Rob MacDonald, Tim Powers, Tanya Evans, Eric Crawford, Judy Hartman, Lindsay Howes and Philip Bartha! The National PIPSC AGM is taking place next week, and I recommend all members here take a look at the proposals being put forward as they may impact you in some way. Some of us are attending the AGM as voting representatives, and would be happy to listen to feedback from our members. There is a survey form that can be accessed via QR code. Getting feedback on how we did this year along with what engagement/outreach events you’d like to see in the coming year. We’re thinking of moving our AGM to earlier in the year, some feedback on prepared months would be helpful as well! Make sure to participate to be entered in for a prize draw!
