PIPSC has reviewed the second submission of the Canadian Labour Congress (CLC) dated July 30, 2026. As an affiliate of the CLC, we endorse it in full and have confirmed our support to the Government of Canada as part of the labour movement’s joint position.

PIPSC’s position on section 107 of the Canada Labour Code remains unchanged. The Government asked whether safeguards or limitations could be placed on the use of section 107.  PIPSC does not believe that procedural safeguards can address the fundamental concern with this provision. The authority to end or effectively curtail a lawful strike through ministerial direction poses a serious threat to free collective bargaining. 

PIPSC continues to support repealing section 107 rather than limiting its use.

The CLC’s second submission also addresses several issues that matter to PIPSC members.  PIPSC supports protecting workers’ access to paid medical leave and opposes routine requirements for medical certificates or signed attestations for short-term absences. Workers should not lose access to paid medical leave simply because they are covered by a collective agreement.

PIPSC also supports faster dispute resolution, including expedited arbitration to help reduce grievance backlogs. Strike mandates should remain valid throughout a round of bargaining rather than expire after an arbitrary 60 days. 

Finally, PIPSC supports the CLC’s recommendations on bad faith bargaining, first contract arbitration, and stronger measures to address wage theft.

PIPSC stands with the CLC and our fellow affiliates in calling for stronger protections for workers and a federal labour relations system that supports fair and effective collective bargaining.
