Introduction
The NRCan NCR Branch Executive is pleased to present its Annual Report for 2025.
During the year, the Executive’s work was guided by two principal priorities: strengthening member engagement and support, and maintaining effective connections with stewards and workplace consultation structures. The initiatives undertaken reflect the Branch’s ongoing commitment to connecting members with their unions, ensuring they receive the services and support they need and deserve.
Member Engagement and Support
Promoting member participation and maintaining a visible union presence remained central objectives throughout the year.
In April, the Branch contributed to the organization of a regional co-branch event supporting women in professional sports. Members were invited to attend a Professional Women’s Hockey League game between the Ottawa Charge and the Montréal Victoire. The event generated strong participation across the NCR Region, including more than sixty NRCan Branch members, and provided an opportunity to promote equity, visibility, and inter-branch collaboration.
In June, the Branch supported several National Public Service Week initiatives. We organized a joint-union information table in the cafeteria of 580 Booth, providing opportunities for members to engage directly with union representatives. These activities were followed by the Ice Cream Truck event at Booth Street, again delivered collaboratively with CAPE Local 520 and PSAC. The event served over four hundred employees and enhanced union visibility.
Also in June, the Branch provided financial support for the EETS Pizza Staff Appreciation Luncheon and sponsored the Bells Corners Complex Volleyball Tournament. Both initiatives were well received and contributed positively to workplace collegiality and engagement.
In September, the Branch supported the BBQ and Soccer Tournament at the Bells Corners Complex, as well as the Bells Corners Golf Tournament. These events reinforced the Branch’s efforts to maintain an accessible and community-oriented presence. The events at Bells Corners were done in collaboration with the NR NRCan subgroup, other unions and the employer.
In response to Workforce Adjustment measures announced across the public service, the Branch collaborated with the AAFC and GAC Branches to organize a co-branch webinar in September. Delivered virtually with participation from PIPSC National Policy Office experts, the session provided members with information on WFA provisions, a live Q and A period, and access to Institute resources. This initiative offered timely support to members navigating a period of uncertainty.
In December, the Branch sponsored activities marking the National Day of Remembrance and Action on Violence Against Women. The White Ribbon Day event held at 580 Booth Street provided members with an opportunity for collective reflection. The program included remarks, a moment of silence, candle lighting, and wreath placement. The Branch also supported children’s holiday events at both the Bells Corners and Booth Street complexes.
Funding was approved during the year for Member Appreciation Luncheons scheduled for early 2026. Significant volunteer efforts were invested for these two large events for both Booth street and Bells Corners complexes.
The Branch was also represented at the PIPSC National Annual General Meeting held in Toronto in December. Delegate participation prioritized first-time attendees and active stewards. Branch delegates participated in plenary discussions and workshops, including sessions focused on member engagement and Institute governance matters. We joined forces with other delegates to push back and defeat resolutions to increase dues and reduce the number of participants in our annual meeting.
Supporting Steward and Consultation Networks
Supporting stewards and contributing to effective workplace consultation structures remained an important Branch priority.
In June, the Branch hosted an Executive, Stewards, and Occupational Health and Safety Volunteers Dinner. The event provided an opportunity for dialogue with the National Consultation Team President and supported stronger connections between Branch leadership and PIPSC NRCan national consultation team members.
The Branch supported the establishment and ongoing use of the NRCan WFA WhatsApp Community and Chat. This platform facilitated peer communication and timely information exchange among members affected by Workforce Adjustment.
A significant Branch achievement in 2025 was its leadership role in revitalizing the Workplace Occupational Health and Safety Committees for the 580 and 588 Booth Street buildings. Through sustained engagement with partner unions and NRCan Human Resources, the Branch contributed to transforming a nearly dormant committee into one characterized by full employee representation and active participation. The committee’s focus shifted toward a more proactive approach to risk identification and workplace health and safety management.
The Branch continued to work constructively with other bargaining agents, including PSAC and CAPE. This collaboration supported joint member engagement activities, consultation effectiveness, and coordinated workplace initiatives.
Financial Stewardship
Throughout 2025, the Branch Executive maintained oversight of expenditures and ensured compliance with PIPSC financial policies. Several initiatives were delivered under budget. We are presenting a financial report that shows expenditures within budgeted amounts. The Branch continues to have a surplus from previous years of inactivity, which we are now trying to draw down through an increased level of activities to reach members impacted by WFA and changes to the policy around physical presence in the workplace. There is no benefit for the Branch to maintain a surplus as PIPSC reduces our annual allowance accordingly.

Closing Remarks
The Branch Executive thanks Branch members, stewards, workplace representatives, volunteers, and partner unions for their engagement and collaboration throughout the year.
The Executive remains committed to advancing member support, representation, and engagement in the coming year.
