The NUREG Bargaining Team met with CNSC Management on April 10th and 11th, 2017. We bargained until late afternoon on Tuesday when CNSC broke off negotiations.

CNSC MANAGEMENT REFUSED TO NEGOTIATE A FAIR DEAL AT THE TABLE.

Your NUREG bargaining team is very disappointed with the CNSC Management for a number of reasons:

  • For only offering the general economic increase and disadvantage the vast majority of the bargaining unit in favour of giving large allowances to a very small number of members.
  • For refusing to address the issue of the REG7 pay lines that the arbitrator directed the parties to remedy in this round of bargaining.
  • For not addressing the recruitment and retention problems that exist for the REG 1, 2 & 3 as was presented in the Admin Forum in 2016.

Your NUREG team has put forth a pay proposal that recognizes that all federal employees are receiving 1.25% economic increases from 2014 to 2017. In addition we are asking for a 1% market adjustment increase for all levels and all steps in 2016 and an addition of an 8th step for levels 5, 6 and 7.

We are filing for Binding Conciliation, where we will be bringing forth Scientific Integrity, Retroactivity, equal pay increases for ALL, and improvements to the harassment clause, amongst other items.

In addition, PIPSC has filed a bad faith bargaining complaint against CNSC because they have attempted to interfere in bargaining by directly contacting some members in an attempt to bargain with them.

CNSC management refuses to respect NUREG members or recognize the important work NUREG members do to increase CNSC’s “global nuclear influence, leveraging CNSC’s expertise as a world-class regulator to influence global nuclear efforts to enhance international nuclear safety, security and non-proliferation” 2017/18 Departmental Plan. NUREG continues to work towards ensuring a fair collective agreement that will help attract and retain the best and brightest to help the CNSC reach its goal of being the world’s best nuclear regulator, and hope that the employer will join us in that effort.
