Notice of the CFIA S&A Quebec Region Sub-Group’s Annual General Meeting

Thursday, October 21, 2021 – 6 to 8 p.m.

 

The Executive Committee (EC) of the CFIA S&A Quebec Region Sub-Group invites you to its Annual General Meeting (AGM).

 

The last AGM took place on February 26 and 28, 2019.  Normally, we would have had another AGM in winter or spring of 2020, but the pandemic hit and we had to postpone the meeting, in accordance with PIPSC directives.  We recently received the go-ahead to organize a virtual AGM, as the technology has been proven reliable and effective.  We are therefore pleased to invite you to the 2021 AGM.

 

The AGM will take place on Thursday, October 21, 2021, from 6 to 8 p.m.  and will be entirely virtual.  Everyone will be able to join in from the place of their choosing.  A room has not been reserved for the AGM at the CFIA’s offices, contrary to previous years.  Please note that there will be no meal allowance for participants this year, since it is assumed that everyone will be attending from home.  The link to the AGM will be sent at a later date.

 

Please also note that the elections during this AGM will be the first to take place under our new Constitution and By-Laws, which was adopted by our members on February 20, 2020, during a Special General Meeting and ratified by PIPSC in June 2021.  Please see below for information on the elections.

ELECTION INFORMATION — AGM 2021

Elections Committee

Renaud Guiard, Steward and President of the Ville-Marie Branch, will act as Election Chair.  Claude Desaulniers, Natacha Salehi and Geneviève Gagnon will also act as Elections Committee members.

 

Nomination Procedure

Nominations must be submitted in writing to Renaud Guiard (rguiard@pipsc.ca) no later than October 14, 2021, at midnight.  It is very important that you indicate your area of work (Montréal, St-Hyacinthe or Québec City)—not your administrative region but where your office is physically located.

 

In the event that insufficient nominations are received to fill the vacancies, members who have submitted their candidacy in due time will be acclaimed.  The Elections Committee shall attempt to obtain, at the AGM, the names of additional persons willing and able to serve sufficient to fill the remaining vacancies. 

 

Important: Because all members of the Sub-Group Executive are required to consult with the employer on behalf of the members, then, to be a candidate or remain as a Sub-Group Executive member, the member must be or become a Steward.

 

Method of Election

If elections are required, they will be done by secret ballot, which will take place during the AGM.  Attendance is required during the vote, because it is not possible to vote in advance or through a proxy.  The exact voting procedure will be explained during the meeting.

 

Positions Open for Election

The Sub-Group’s new constitution stipulates that, when possible, the Sub-Group Executive be composed of:

  • one member working in the Montréal area
  • one member working in the Saint-Hyacinthe area
  • one member working in the Québec City area
  • six Members-at-Large

The President, Vice-President, Secretary and Treasurer positions shall be filled from the elected members at the beginning of the first meeting of the new Sub-Group Executive. 

The term of office for members elected during the AGM is two (2) years.  This year, since it has been over a year since the last AGM, and since the number of positions open for election (7) exceeds the number provided for in our constitution (4 or 5), the Executive has decided:

  • that the period elapsed since the last AGM corresponds to a half-term so that those elected during the last AGM will not be up for election again this year
  • that out of the members elected working at the Montreal office, the member with the most votes will have a term of two (2) years
  • that the four (4) people with the most votes as Members-at-Large will have terms of two (2) years and that the other Members-at-Large elected will have terms of one (1) year

 

The overview of elections is therefore as follows:

  • member working in the Montréal area (open for election: 2 years)
  • member working in the Saint-Hyacinthe area (Stéphanie Fréchette, 1 year remaining)
  • member working in the Québec City area (Judith Gagnon, 1 year remaining)
  • 6 Members-at-Large (open for election: 4 two-year terms and 2 one-year terms)
